Job Description:
This role manages complex natural gas construction agreements for materials/equipment/services.
With general direction this position, works with the Project Controls/Contracts team.
This position administers Contracts, including resolution of billing issues, verifies receipt of lien releases, insurance certificates, bond logs, interprets contract language among other activities to ensure compliance with terms and conditions of executed contracts. Supports training of employees at construction sites on contract particulars and contract management.
Keeps in close day-to-day contact with personnel at construction sites to be aware of contract performances and deviations.
Serves as part of the team that negotiates change orders with large construction suppliers.
Reviews amendments and change orders to accommodate unanticipated situations and ensure compliance with relevant contracts.
Coordinates resolution of contractual and technical disagreements between the company and contractors.
Assists in audit strategies when billing and contract disputes arise.
Prepares management reports for management and department.
Monitors contract performance and identifies deviations.
Develops and recommends strategies for ascertaining performance criteria with contracts. Monitors progress and schedule milestones in contract to ensure provisions are met that lead to payment.
Supports identification and implementation of cost improvements for purchased materials and services.
Communicates with field and project personnel to evaluate compliance with contracts.
Compiles reports for management that monitors contract status and overall contract performance.
Assists in maintaining contract databases and compiling information for project planning and forecasting.
Perform other duties as requested or assigned.

Construction Contracts Specialist
The Construction Contracts Specialist will work with the Client Manager of Contracts to insure that contract controls are implemented on the Atlantic Coast Pipeline project as identified by the Owner.
Organization: The position will be a contract position with assignment to the Atlantic Coast Pipeline located in Staunton, VA. Candidate will report to the Client Manager of Contracts in Project Controls.
Work week will be: Pre-Construction & Offseason: 50 hours (normal) with occasional weekend and evening work as the project requires. During Mainline Construction: 60 hours (normal).
Responsibilities of the position will include but not be limited to the following activities:
Detailed knowledge of contracts provisions, terms & conditions, risk mitigation and pricing provisions
Manage change order process, which includes managing change order log and reviewing contractor requested changes
Ensure contract changes are captured and approved per the documented processes
Monitor compliance with contract requirements including: o Labor Reports o Insurance Certificates o Lien Releases and Waivers o Bond Logs o Other activities which may include stop notices, construction claims, subcontractor qualifications and agreements, and others
Assist construction team with duties regarding start-up of project (ex: trailers, electrical, plumbing, permitting, and any temporary requirements)
Ensure that all receivables from contractors are received in a timely manner and that they are correct and within their scope of work per the contract and agreement
Prepare meeting agenda, participate in person at, and take & distribute meeting notes for, all contract-related meetings between company and contractor
Facilitate the issue resolution process by working with initiators to clearly define the problem, identify and analyze possible solutions, involve stakeholders, and ultimately resolve the issue
Ensure all contract related records are stored according to company policy & procedures and assist in updating and renewal of provider contracts as necessary
Work with construction team to manage the adherence to all safety, health, and environmental rules and regulations in all relevant contracts
Communicate professionally both internally and externally
Assist internal colleagues across functions (Construction, Engineering, Supply Chain, etc.)

Responsibilities for the Construction Contracts Specialist:
Aggregate spread level reports and provide root cause and variance analysis/reporting to home office on project change order information.
Ability to identify and elevate trends and other construction related challenges that have the potential to drive change orders
Provide support to invoice processing team on regional/spread level progress.

Knowledge in natural gas industry desired
