Position Overview:
This full-time contract Electronic Engineering Technician 2 position will work in Bonneville Power Administration (BPA)'s Telecommunications Engineering department (TECT). The Telecommunications function provides engineering, design, and field support for BPA's telecommunication facilities and associated equipment. This includes fiber optics, analog/mobile radio, digital radio, power line carrier, operational telephone, microwave towers and antennas, emergency AC/DC power and UPS systems, communications buildings, multiplex equipment, and monitoring systems including alarm system, Fault Locating Acquisition Reporter (FLAR), microwave monitor, wide area networks used for operational data and network management. The position is located in Kalispell, Montana.

This position is NOT open to Foreign National candidates.

SPECIAL REQUIREMENT: This position requires confidentiality, professionalism and requires passing a higher level background investigation, for which the selected candidate must qualify to hold or continue to hold the position.

Contract personnel are not allowed to direct Federal employees, nor are they allowed to authorize expenditures or make decisions on behalf of BPA; these functions are specifically assigned to BPA employees. Contract personnel provide analysis, information and input to those functions. Additionally, contract personnel may only represent BPA (such as at seminars, industry events, etc.) with written authorization from a BPA Vice President

Position Responsibilities include:
Note: all official drafts, documents materials and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager and/or other federal personnel with the authority to do so.
  • Verify DSX Jackfield assignments.
  • Complete battery calculation sheets.
  • Manage workload and meet assigned deliverables by incorporating Telecommunication engineering requests for information verification, such as waveguide distances, antenna locations, equipment spacing; the resulting information is input into design drawings.
  • Recognize, identify and provide feedback on drawing issues such as source code violations and line weights.
  • Participate on teams to research and document existing inventory of telecommunication and related equipment.
  • Provide telecommunication equipment inventory support; may include data entry and clean-up efforts and coordination with the local District Resource Specialist.
  • Prepare detailed "As Built? drawings via MicroStation CAD software.
  • Research, locate and document software firmware and version numbers and enter in a database.
  • Create .ips files for the dynamic plots, and distribute dynamic drawings and vellums.
  • Fulfill escort duties in energized facilities (see details below)
  • Regularly access energized facilities and radio station facilities for general review of system configuration, spacing, rack layouts, cabling connections and grounding of indoor electric equipment.
  • Assist in tracing electrical connections between pieces of Telecommunication-related equipment.
  • Take and update photographic records of all physical equipment.
  • Scan and file facility documents and other antiquated/non electronic prints.
  • Provide guidance to team members on the As Built process.

Position Requirements:
  • High School diploma or equivalent is required.
  • Associate's degree in engineering technology, mathematics, computer science or a related field is desirable.
  • Bachelor's degree in engineering technology, mathematics, computer science or a related field is highly preferred.
  • Experience Requirements:
    • This is a Level 2 Position: 9 - 13 years of experience in a technical/engineering environment required without an applicable degree.
      • 7 ? 11 years of experience in a technical/engineering environment required with an applicable Associate's degree.
      • 5 ? 9 years of experience in a technical/engineering environment required with an applicable Bachelor's degree.
  • Expert level proficiency in utilizing Visio and/or Bentley MicroStation is required.
  • Proficiency in Microsoft Office Suite products, such as Word, Excel, PowerPoint and Outlook including Microsoft Office 2010 is required.

Technical Requirements:
  • Ability to analyze and effectively document large volumes of technical data is essential.

General Requirements:
  • Experience participating in and performing effectively in a project team environment
  • Proven ability to effectively manage multiple work assignments and changing priorities.

Additional Requirements:
  • Must be able to pass a Personnel background check pursuant for Public Trust (SF-85P), for which the selected candidate must qualify to hold or continue to hold the position.
  • The selected candidate will be required to sign a BPA Non-Disclosure Agreement (NDA) as a condition of the contract assignment.
  • This position may be eligible for situational offsite work, subject to the completion of a Supplemental Labor Offsite Work Memorandum of Understanding.
  • RSA token shall only be utilized when conducting work directly related to the API. Any other work is unauthorized. Contract worker is responsible for the safe-keeping of the BPA issued RSA token at all times. If the RSA token is lost or compromised, immediately contact the COTR. All information associated with work performed offsite must be maintained in the BPA network environment. No BPA information will be allowed to be transmitted, stored and created, etc., on the contract worker's personal devices. Contract personnel must follow all BPA and government-wide security, asset management, and cyber security policies and procedures.
  • Offsite work may only be performed within the BPA service area unless coordinated through the Supplemental Labor Management Office (SLMO). Contract personnel must keep their employer informed of their work location at all times and must coordinate any changes with their employer and SLMO before the change occurs.
  • Approximately 75% travel anticipated. Travel will primary be to field sites and construction locations (PPE required)
  • Candidate must be able to lift items approximately 60 lbs in weight on and off of vehicles and maneuver them, using wheeled carts to designated locations.
  • Frequent walking on uneven terrain.
  • Valid U.S. Drivers License is required
  • Must obtain and/or maintain a Restricted Electrical Worker Permit (see appendix below)
  • First Aid/AED/CPR Certification required within 30 days of assignment start. The worker/employer is responsible for maintaining current certification.
  • Personal Protective Equipment (PPE) is required for all field travel:
    • White hard hat
    • Eye protection
    • Hearing protection
    • Hand protection (work gloves)
    • ASTM F2413-11, Class 75EH rated footwear with over the ankle lace up and rigid sole and heel. Arc Flash-rated footwear requirements: The exterior of the boot must be made entirely of natural materials - all leather or a leather and rubber combination.
    • Electrical and Arc Flash protective clothing and PPE as required by OSHA and consistent with BPA Safety and health policy for electric work inside and around BPA substation facilities. (Everyday user)
    • Additional PPE required by State or Federal OSHA for the work to be performed.

Required BPA-Provided Training:
  • Shock & Arc Flash PPE training (8hr w/ annual 2 hr refresher)
  • APM/Safe Workplace Training (32 hrs)
  • Substation Hazard Awareness Training
  • On-the-Job Training (OJT) will be held at the BPA Vancouver, WA complex. Completion time will be approximately 6 weeks.
    • Week 1: Systems training, Rules of Conduct, BPA Required training, Scanning Equip demo, Basic Utility Telecommunications
    • Week 2: ProjectWise/Microstation, As-Built process, Equipment Training, planning sheets
    • Week 3: Facilities, MSDS, Radios, Inventory training and Substation Rules of Conduct.
    • Week 4: Grounding, Redline Tracking, Site guides, phone systems, ONS
    • Week 5: DC Systems, analog mux, tone cards, fiber, PSC Field Trip
    • Week 6: PSC Field trip, RAS, Data Systems, Metering
    • Week 7: Site visits OJT
    • Week 8: Site visits OJT
    • Week 9: Site visits OJT
    • Week 10: Site visits OJT
  • Cascade training to be held at the BPA Vancouver, WA complex after On-the-Job Training. Completion time approximately 1 weeks. (Total training period 7 weeks)
    • Training to give new contract personnel time to become accustomed to working in the Cascade environment. Contract personnel to obtain same knowledge as District Resource Specialists (DRS's) in order to work efficiently when utilizing tool.
    • Team members will become familiar with equipment makes and model on paper, and recognize mistakes, making recommendations for corrections and taking appropriate action.

*Note: Attendance at all conferences, workshops, training, etc. must be pre-approved by SLMO. For any such events, requests will be reviewed on a case by case basis; approval is subject to the most current guidance provided to SLMO by BPA or DOE and is subject to change. SLMO reserves the right to negotiate attendance on billable/non-billable hours and reimbursement of travel costs with the supplier. Reimbursable travel costs must adhere to the Federal Travel Regulations and be submitted via an expense sheet in Fieldglass.

Restricted Electrical Worker Permit

This Permit allows unescorted access into, out of and movement within energized facilities to perform selective craft or technical functions involving work that could have an impact on the power system by persons who have received appropriate instructions, training and have demonstrated a level of understanding necessary to safely move about within energized facilities.
Examples: Craft apprentices, craft trainees, line equipment operators, and electrical/electronic engineers.

5.3.1 Minimum requirements

For BPA employees and supplemental labor contractors:
  • Knowledge and understanding of the Accident Prevention Manual.
  • Completion of the APM Safe Workplace Training for all first time applicants.
  • Need to perform restricted electrical duties in or around energized facilities which could impact the power system.
  • Knowledge and understanding of the Rules of Conduct Handbook.
  • Job title that is included in or closely related to an electrical craft or function, or works closely with electrical craft functions.
  • Knowledge and understanding of hazards inherent and precautions required for working safely on applicable parts of the high?voltage system.
  • Current NERC?CIP training.
Note: Exceptions to job titles must be approved by the Substation Operations Group manager.

5.3.2 Minimum rules governing Restricted Electrical Permit holder conduct while in energized facilities:

Allows unescorted access and movement by persons trained and required to perform specific, selective craft or technical functions involving work that could have an effect on the power system up to the applicable MAD.
Work involving the possibility of inadvertent contact with high?voltage parts or the violation of MAD must be performed under the direct, on?site supervision of an individual holding an Electrical Worker Permit acting as a Safety Watcher.
Shall adhere to all APM or Safety and Health Requirement rules applicable to the work being performed.
Shall adhere to substation security policies and procedures as stated in the Rules of Conduct Handbook.
May escort an unpermitted person for access, non?electrical work, or restricted electrical work.

5.3.3 To obtain or renew this Permit:

For BPA employees and Supplemental Labor contractors:
  • The applicant must possess an active BPA badge/proximity card.
  • The applicant's Approving Manager shall fill out an Energized Facilities Access Request for all new Permits, designating the Permit type the applicant is to obtain and sign the Application.
  • The application will be sent to the Substation Operations Group.
  • Upon receipt of the Energized Facilities Access Request the Substation Operations Group will send the applicant an email listing the steps to be followed for completion of the Permit Process.
  • The applicant will schedule a Restricted Electrical Worker Permit Exam with a district Chief Operator or designee who will administer the exam.
  • Applicants for their first Permit who have passed the exam must also schedule and complete a Substation Tour with a District Chief Operator or designee who will conduct the tour. See section 9.3 of the Rules of Conduct Handbook.
  • The Chief Operator or designee will send the completed exam and the signed Substation Tour form to the Substation Operations Group.

Restricted Electrical Worker Permit Requirements for Supplemental Labor Contract Workers
For the safety of all workers and the power system, it is necessary to outline the minimum requirements for a Restricted Electrical Worker Permit. This information is meant to supplement the guidance provided in the Rules of Conduct Handbook.
Prior to submitting an application for a Restricted Electrical Worker Permit (REWP), the following must be completed:
  • Lead Awareness training
  • Asbestos Awareness training
  • Shock & Arc Flash PPE training
  • First Aid/AED/CPR training
  • APM Safe Workplace training (minimum 3 months on current assignment before attendance at this training is approved).
  • One year high voltage experience - At least six months high voltage experience must be on the BPA system.
Workers may submit an application for an Energized Facility Access Permit during the interim period.
The Permit holder is responsible for understanding the parameters of work- permissions allowed by each permit. Performing duties outside the limitations of the issued permit may result in revocation of the permit and/or ineligibility to obtain any Energized Facility Access Permit.
