General Position Overview:
Summary: The role of the Project Manager is to plan, initiate, and manage information technology (IT) projects. Will lead and guide the work of technical staff and serve as liaison between business and technical aspects of projects. This includes planning project stages and assessing business implications for each stage. Also monitors progress to assure deadlines, standards & targets are met.
The Project Manager (IT) is a position requiring demonstrated project management experience on technology projects using industry standard methods and tools for managing schedules, dependencies, resources, funding and developing technical specifications and project plans.
Education, Experience, Job Training:
? Bachelor?s degree in in Computer Science, Information Technology, Engineering or a related technical discipline is required unless Requesting manager determines applicable additional directly-related experience or a combination of education and directly-related experience can be substituted for the specified degree requirement (see ?In lieu of? requirements for each level below).
? PMI or PMP certification is preferred and highly recommended (requesting manager may require PMI/PMP certification on specific job posting[s]).
Experience Requirements: Direct work experience in a project management capacity, including all aspects of process development and execution is required.
? Level 3 - 10+ years of experience in Computer/Information Technology or related field; Master?s Degree is highly desirable. Typically responsible for medium- to large-sized projects (from $500K to $2M and higher lifecycle cost). Note: in lieu of degree, or degree not in applicable field, additional 4 years experience [14+ years total] may be substituted at requesting manager's discretion.
NOTES: ?Typically? as it refers to project size is determined by an average of the workers assigned projects and also includes the complexity, visibility and sensitivity of the projects within the past year and is not based on a single project funding amount.
All documentation should clearly identify the worker as a Project Manager ?contracted? to BPA and include the name of the worker?s employer.
If performing Project Coordination work, it should NOT account for more than 1/3rd of the billable hours.
Typical Tasks may include but are not limited to:
? Direct & manage project development from beginning to end, making detailed plans to accomplish goals and directing the integration of technical activities.
? Develop or update project plans for information technology projects including information such as project objectives, technologies, systems, information specifications, schedules, and estimated staffing requirements.
? Define project scope, goals & deliverables that support business goals in collaboration with senior management and stakeholders.
? Develop full-scale project plans & associated communications documents. Execute a project communication plan.
? Develop implementation plans that include analyses such as cost-benefit or return on investment (ROI).
? Develop & manage work breakdown structure (WBS) of information technology projects.
? May advise BPA manager regarding selection of project personnel
? Liaise with project stakeholders on an ongoing basis; effectively communicate project expectations to team members and stakeholders in a timely and clear fashion.
? Coordinate duties, responsibilities, & spans of authority for project personnel.
? Set & continually manage project expectations with team members and other stakeholders.
? Identify & resolve issues and conflicts within the project team.
? Identify & manage project dependencies and critical path.
? Plan & schedule project timelines & milestones using appropriate tools; track project milestones & deliverables.
? Develop & deliver progress reports, proposals, requirements documentation, and presentations.
? Determine the frequency and content of status reports from the project team, analyze results, and troubleshoot problem areas. As required, prepare project status reports by collecting, analyzing, and summarizing information and trends.
? Proactively manage changes in project scope, identify potential crises, and devise contingency plans.
? Define project success criteria & disseminate them to involved parties throughout project life cycle.
? Manage project execution to ensure adherence to budget, schedule & scope.
? Conduct project post mortems & create a recommendations report in order to identify successful and unsuccessful project elements.
? Develop best practices & tools for project execution and management.
