General Position Overview: The role of the Project Manager is to plan, execute, and finalize projects according to strict deadlines and within budget. This includes acquiring resources and coordinating the efforts of team members and third-party contractors or consultants in order to deliver projects according to plan. The Project Manager also defines the project?s objectives and oversees quality control throughout its life cycle.

Education, Experience, Job Training:
Education Requirements:
? Bachelor?s degree in Engineering, Business Administration or Management, Organizational Development, Computer Science or other related technical discipline is required unless Requesting manager determines
applicable additional directly-related experience or a combination of education/and directly-related experience can be substituted for the specified degree requirement (see ?In lieu of? or ?No degree? requirements for
each level below).
? Project Management Certification: PMI or PMP certification is preferred and highly recommended (Note: Requesting Manager may require PMI/PMP certification on specific job posting[s]).
Experience Requirements:
? Level 2:
? Bachelor?s Degree in applicable fields ? 5-9 years direct work experience in a project management capacity, including all aspects of process development and execution, is required.
? Bachelor?s Degree not in applicable fields: In lieu of a bachelor?s degree in the required fields, 7-11
years direct work experience in a project management capacity, including all aspects of process development and execution AND completion of at least 24 semester hours in any combination of the
following fields is required: Accounting, business, finance, law, contracts, purchasing, economics,
industrial management, marketing, quantitative methods, or organization and management. (NOTE: Resume content must validate minimum 24 semester hours in the fields listed to qualify for this position)
? No degree ? 10-13 years direct work experience in a project management capacity, including all aspects of process development and execution, is required.
? Typically responsible for medium-sized projects (less than $25M cost).

NOTES: ?Typically? as it refers to project size is determined by an average of the workers assigned projects and also includes the complexity, visibility and sensitivity of the projects within the past year and is not based on a single project funding amount.

All documentation should clearly identify the worker as a Project Manager ?contracted? to BPA and include the name of the worker?s employer.

If performing Project Coordination work, it should NOT account for more than 1/3rd of the billable hours.

Typical Responsibilities may include:
All work performed must be approved and documented by a BPA Organizational or BPA Program Manager (preferably approvals documented systematically, but at least in writing).
? Manage coordination and overall integration of technical activities in architecture or engineering projects.
? Confer with management, project teams, and other involved parties to discuss project specifications or procedures.
? Present and explain proposals, reports, or findings to stakeholders.
? Consult or negotiate with clients to prepare project specifications.
? Assess project feasibility by analyzing technology, resource needs, and market demand.
? Review and/or recommend contracts or cost estimates.
? Develop or implement policies, standards, or procedures for engineering and technical work.
? Facilitate and manage project development from beginning to end, making detailed plans to accomplish goals and directing the integration of technical activities.
? Recommend project scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders.
? Develop full-scale project plans and associated communications documents.
? Liaise with project stakeholders on an ongoing basis; effectively communicate project expectations to team members and stakeholders in a timely and clear fashion.
? Estimate the resources and participants needed to achieve project goals.
? Set and continually manage project expectations with team members and other stakeholders.
? Identify and resolve issues and conflicts within the project team.
? Identify and manage project dependencies and critical path.
? Plan and schedule project timelines and milestones using appropriate tools; track project milestones and deliverables.
? Develop and deliver progress reports, proposals, requirements documentation, and presentations.
? Determine the frequency and content of status reports from the project team, analyze results, and troubleshoot problem areas.
? Proactively manage changes in project scope, identify potential crises, and devise contingency plans.
? Direct, review, and recommend approval for project design changes.
? Define project success criteria and disseminate them to involved parties throughout project life cycle.
? Coach, mentor, and motivate project team members to take positive action & accountability for assigned work.
? Build, develop, and grow any business relationships vital to the success of the project.
? Conduct project post mortems and create a recommendations report in order to identify successful and unsuccessful project elements.
? Develop best practices and tools for project execution and management.
