|Summary: This function in the RAS and Data Systems group is to design the revenue metering, and remote and local data acquisition systems for BPA power substations and electrical facilities and the specification and ordering of materials for construction of these facilities. Data Systems and Revenue Metering include, but are not limited to: power system control, systems used for data acquisition (discrete alarm, transducer, and telemetry systems), remote power system control, SCADA (supervisory control and data acquisition), remote terminal unites, revenue metering, events recording, substation annunciation, and digital fault recording. These functions include production of drawings and design documents, initiation of equipment procurement, generation of material requests, purchase requisitions and bills of materials, development of design standards and standard specifications and initiation of construction contracts for electrical projects. Support and expertise is provided to other organizations in development of plans, estimates, customer agreements, contract management and resolution of field problems. Project management duties may also be required and assigned as needed.|
Typical Tasks may include but are not limited to:
? Confer with engineers, internal customers, and others to discuss existing or potential engineering projects
? Plan/implement research methodology and procedures to apply principles of electrical theory to engineering projects.
? Prepare specifications for purchase of materials and equipment.
? Design, implement, maintain, and improve electrical instruments, equipment, facilities, components, products, and systems.
? Operate computer-assisted engineering and design software and equipment to perform engineering tasks.
? Create electrical drawings, reports and calculations to support the engineering solutions for electrical systems.
? Direct and coordinate construction, installation, maintenance, support, documentation, or testing activities to ensure compliance with specifications, codes, and customer requirements.
? Perform detailed calculations to compute and establish construction, and installation standards and specifications.
? Inspect completed installations and observe operations to ensure conformance to design and equipment specifications and compliance with operational and safety standards.
? Assumes responsibility for significant work components within large projects.
? May act as local project manager over projects, coordinating multi-skilled, multi-discipline work groups. Writes/reviews written work plans/functional tests.
? Performs troubleshooting and provides technical support to craft/customer personnel.
? Attends project scoping meetings or design reviews, recommends changes to specification diagrams based on technical and operational issues.
? May provide field man-hour estimates, and develop outage/transition plans to facilitate project implementation. Works with design staff during engineering phase to understand design philosophy and provide field information/valid requirements.
? Applies diversified knowledge of engineering principles/practices in broad areas of assignments and related fields.
The data systems and revenue metering engineer will:
? Be responsible for the designs of new substations, changes and additions to existing substations and other electrical facilities, including all necessary studies and design calculations in order to develop protective relaying and local control design drawings and specify material/equipment to be used in the construction of substations.
? Guide the pre-construction planning, engineering and design efforts for installation of substation equipment and other electrical systems in BPA substations.
? Establish the engineering requirements and technical and design parameters for the development of substation equipment and facilities, and ensures that they meet all functional, operational, maintenance, reliability, and safety requirements.
? Act as project manager for assigned projects to assure compliance with budgets, schedules, technical scope, and overall quality of the projects.
? Make recommendations and provide interpretations on the application of the National Electrical Code and the National Electrical Safety Code to substation work and other related projects. Apply applicable national standards in the design of substations.
? Ability to analyze and design complex installations, facilities or structures using latest techniques and standards.
? Ability to participate and perform effectively in a project team environment and effectively manage multiple work assignments and changing priorities.
? Ability to provide overall coordination for the design and construction of various facilities including project scheduling
? Ability to review and evaluate packages prepared by technicians (including drawings, material certifications, and submittals for conformance to the design specifications).
