General Requirements (See CWSD for complete details):
Education: Bachelor?s degree in Engineering, Business Administration or Management, Organizational Development, Computer Science or other related technical discipline is required unless Requesting manager determines applicable additional directly-related experience or a combination of education/and directly-related experience can be substituted for the specified degree requirement (see ?In lieu of? or ?No degree? requirements for each level below). Masters degree preferred.
? PMP/PMI Certification is highly desirable.
Experience: With Bachelor's Degree in applicable fields - 10+ years of project coordination/management experience; With Bachelor's Degree NOT in applicable fields - 12+ years direct work experience AND completion of at least 24 semester hours in any combination of: Accounting, Business, Finance, Law, Contracts, Purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; With NO Degree - 14+ years direct work experience is required.
Typically responsible for medium- to large-sized projects (from $500K to $2M and higher lifecycle cost).
NOTES: ?Typically? as it refers to project size is determined by an average of the workers assigned projects and also includes the complexity, visibility and sensitivity of the projects within the past year and is not based on a single project funding amount.
All documentation should clearly identify the worker as a Project Manager ?contracted? to BPA and include the name of the worker?s employer.
If performing Project Coordination work, it should NOT account for more than 1/3rd of the billable hours.
General Position Overview ? Project Manager:
The Project Manager plans, executes, and finalizes projects according to strict deadlines and within budget. This includes acquiring resources and coordinating the efforts of team members and third-party contractors or consultants in order to deliver projects according to plan. The Project Manager will also define project objectives & oversee quality control throughout its life cycle.
? Direct & manage project development from beginning to end, making detailed plans to accomplish goals and directing the integration of technical activities.
? Define project scope, goals & deliverables that support business goals in collaboration with senior management and stakeholders.
? Develop full-scale project plans and associated communications documents.
? Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion.
? Liaise with project stakeholders on an ongoing basis.
? Estimate resources & participants needed to achieve project goals.
? Set &continually manage project expectations with team members and other stakeholders.
? Identify & resolve issues and conflicts within the project team.
? Identify & manage project dependencies and critical path.
? Plan & schedule project timelines and milestones using appropriate tools.
? Track project milestones & deliverables.
? Develop & deliver progress reports, proposals, requirements documentation, and presentations.
? Determine frequency & content of status reports from the project team, analyze results, and troubleshoot problem areas.
? Proactively manage changes in project scope, identify potential crises, and devise contingency plans.
? Define project success criteria & disseminate them to involved parties throughout project life cycle.
? Coach, mentor, & motivate project team members to take positive action and accountability for their assigned work.
? Build, develop, & grow any business relationships vital to the success of the project.
? Conduct project post mortems and create a recommendations report in order to identify successful and unsuccessful project elements.
? Develop best practices & tools for project execution and management.
