General Position Overview:
The candidate provides professional engineering expertise in assisting project manager and other engineering personnel in implementing projects, supporting field maintenance crews and other related engineering activities. The candidate will have engineering, design, and implementation responsibility for assigned projects. A telecommunications engineer performs the following duties:
? Perform simulation studies and document findings in formal reports.
? Compiles technical results in summary form such as tables, reports, and graphics to support engineering staff.
? Develops and maintains databases related to engineering/scientific applications.
? Conducts efficiency studies on various projects and provides recommendations.
? Provides planning support, coordinates plans of service with stakeholders, and implements plans for assigned projects.
? Performs field research by traveling to remote sites to collect physical data.
? Prepares detailed design, material, or procurement specifications for equipment, ensuring that technical tradeoffs have been considered, and that decisions conform to existing policies and standards and are within budgetary constraints.
? Prepares and processes work statements, procurement requests, detail sheets, receiving reports and invoices for various contracts.
? Prepares engineering designs or assists in developing engineering requirements for the development, installation and modification of BPA facilities.
? Performs review and modification of design drawings.
? Provides technical support to construction, operations and maintenance personnel.
? Performs other related duties to a comparable level, as assigned.
General Skill Requirements:
? Engineering degree required and extensive experience in the required areas. Must have knowledge of engineering concepts, principals, and practices applicable to components and facilities found on a regional transmission system.
? Ability to analyze and design complex installations, facilities or structures using the latest techniques and applicable codes.
? Ability to participate and perform effectively in a project team environment and effectively manage multiple work assignments and changing priorities.
? Ability to manage and provide overall coordination for the design and construction of various facilities including project scheduling and estimating.
? Ability to review and evaluate design packages (including drawings, material certifications, and submittals for conformance to the design specifications).
? Skill in oral and written communication to effectively fulfill client/customer/team requirements.

Specific skills required to complete the assigned tasks include, at minimum of 5 years:
? Experience in Electric Utility sector with an emphasis on Communication & Control Planning or Electronic Design or Communications Maintenance or Technical Operations
? Knowledge of the NERC & WECC Planning Standards as they apply to the Protective Relaying, Special Protection Systems and communication systems
? Experience applying WECC ?Communication System Performance Guide for Protective Relaying Systems.
? Knowledge of BPA?s ?Technical Requirements for Interconnection to the BPA Transmission Grid?
? Experience with developing plan?s-of-service for communication, control and data systems used to operate and control the power grid at large Electric Utilities
? Experience in developing cost estimates
? Experience disseminating technical information in writing and orally
? Knowledge of and skill in applying:
? Communication network operation concepts and methods;
? Communication network architecture principles and concepts
? Communication network operation, performance, planning

Additional Position Information:
ADDITIONAL POSITION INFORMATION:
The Telecommunications function provides engineering, design, and field support for BPA?s telecommunication facilities and associated equipment. This includes fiber optics, analog/mobile radio, digital radio, power line carrier, operational telephone, microwave towers and antennas, emergency AC/DC power and UPS systems, communications buildings, multiplex equipment, and monitoring systems including alarm system, Fault Locating Acquisition Reporter (FLAR), microwave monitor, wide area networks used for operational data and network management. Leads and participates on teams to research and test telecommunication and related equipment. Develops requirements for technical specifications for procurement of telecommunications systems and equipment, and provides engineering support in the award and administration of material contracts and project management of turnkey system contracts.
Telecommunications Engineering tasks may include but not limited to engineering, design, and implementation responsibility for assigned projects.
Using sound engineering practices and judgment, the Contractor may perform all or any of the following services:
? Provide planning support, coordinate plans of service with stakeholders, and implement plans for assigned projects.
? Participates on teams to research and test telecommunication and related equipment.
? Assists in development of requirements for technical specifications for procurement of telecommunications systems and equipment, and provides technical support in the administration of material contracts and project management of turnkey system contracts.
Systems Planning Engineer Specialty
Work associated with this position will be directly related to the Communication & Control (C&C) Planning function, which includes plans for communications, control and data systems affecting the transmission system.
In addition to the services listed in preceding sections above, the Contractor?s tasks may include any or all of the following:
? Working within a team to provide Communication &Control plans-of-service [PoS]
? Identifying and documenting the minimum C&C requirements and interests, developing C&C plan-of-service [PoS] alternatives, document selected PoS on Project Requirements Diagram?s [PRD?s], creating back-of envelope [BoE] estimates, writing the C&C portion of the Study Report and submit Estimate Request?s [ER?s]
? Planning of communications, control and data systems for network transmission, network interconnections and customer service projects.
? Developing communications/control plans in conjunction with fulfilling transmission service requests.
? Performing long-range studies of the Telecommunications System composed of radio and fiber for adequacy of capacity.
? Developing options, evaluating and selecting the preferred plan and making recommendations for meeting communications/control system functional requirements.
? Identifying system requirements from problems or opportunities identified by others.
? Documenting telecommunications decisions to lease or share operational circuits on Bonneville?s communications systems.
? Providing analysis and support for planning tools.
? Communicating technical information verbally and in writing to technical and non-technical users
? Understanding and following established processes and procedures including: PRD Guidelines, circulating PRD?s for review & comments, C&C BoE estimates creation and submitting ER?s
