Engineering Support Specialist 3 - Cost Tracking and Financial Analysis

SUMMARY OF POSITION: Provides support for project efforts, including cost tracking and financial analysis of capital project expenditures. Analyze budgeting and accounting reports for the purpose of maintaining expenditure controls.

NOTE: Provides Support to the assigned Analyst and Project Manager. May NOT be given sole responsibility for any phase of an on-going project, no matter the complexity or dollar amount of the project or phase of a project. May NOT have primary responsibility for determining the Scope, Funding or Schedule of a project or phase of a project. Assists the PM, tracks, reports and alerts others on risks or changes needed to any of these areas. May not represent yourself or be identified in writing as the ?Financial Analyst? or ?Project Manager? verbally or on any correspondence, documentation or official records

Education/Experience Requirements:
Education Requirements:
? Bachelor?s degree in finance, economics, statistics, accounting, business mathematics or other directly-related discipline is required unless Requesting manager determines applicable additional directly-related experience or a combination of education/and directly-related experience can be substituted for the specified degree requirement (see ?In lieu of? or ?No degree? requirements below).

Experience Requirements:
? Individual must be capable of applying a diversified knowledge of analysis principles and practices in assigned technical areas. Requires a working knowledge of automated data systems.
? Master's degree is highly desirable.
? Bachelor?s Degree in applicable fields: 7 years direct work experience in a financial analysis capacity, including all aspects of project support/analysis & financial forecasting, is required.
? Bachelor?s Degree not in applicable fields: In lieu of a bachelor?s degree in the required fields, 7 years direct work experience in a financial analysis capacity, including all aspects of project support/analysis, financial forecasting AND completion of at least 24 semester hours in any combination of the following fields is required: Accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (NOTE: Resume content must validate minimum 24 semester hours in the fields listed to qualify for this position)
? No degree/Bachelors degree w/o applicable 24 semester hrs: 10 years direct work experience in a financial analysis capacity, including all aspects of project support/analysis and financial forecasting, is required.
? Excellent communications skills are required. Must demonstrate the ability to work independently with minimal verbal or written instructions.
? Ability to learn quickly how to use Brio, Hyperion, PeopleSoft, Asset Suite and various querying tools.
? Must have extensive knowledge of MS software to include, but not limited to: MS Word, Excel, Outlook, Windows Explorer, File Manager, Windows Operating Systems, and use of the Internet with the ability to learn and utilize other software packages and programs. Practical experience with MS Project and Access is preferred. Must be able to use a 10-key calculator, fax machine, photocopier etc.
? Must be flexible, able to pay excellent attention to detail, and work under pressure during periods of peak work volume.
? Must be self-motivated, self-disciplined and dependable with excellent teamwork and interpersonal skills.
? Ability to apply discretion, technical skills to situations is required. High degree of confidentiality required.

Duties & Responsibilities - Typical duties may include but are not limited to:
? Analyze monthly accounting reports to maintain expenditure controls.
? Provide advice and technical assistance with cost analysis and fiscal allocation.
? Review project expenditures to analyze trends affecting project needs.
? Consult with managers to ensure that financial adjustments are made in accordance with project requirements.
? Compile and analyze accounting records and other data to determine the financial resources required to implement a project.
? Perform cost-benefit analyses to compare operating programs, review financial requests, or explore alternative financing methods.
? Work closely with BPA lead analyst and Project Manager(s) responsible for capital program, by researching, extracting, tracking, reviewing and consolidating costs vs. estimates for major projects.
? Serve as a member of project teams designated by Lead Analyst and Project Manager.
? Provide data analyses support to Lead Analyst for capital project expenditures. Transfer/correct costs as designated to ensure representation of costs for projects are accurate.
? Using historical and current data and project timelines, develop forecasts for capital project expenditures.
? Provide additional analytical support as needed.
