ROLE: Service Area Validation Field Staff
EDUCATION AND CERTIFICATE DETAILS:
Six years of experience with Bachelor's degree with STEM major OR Seven years of experience with completion of Broadband or Telecommunications Certification Training
Minimum six years of experience with bachelor's or minimum seven years of experience with appropriate certification in the telecommunications field
Demonstrated experience leading tasks on telecommunications, broadband, network, etc. projects
Ability to conduct interviews with service provider technicians to discern broadband speeds
Experience in conducting field work and/or administering surveys in local communities
Familiarity with broadband and telecommunications technology types
RESPONSIBILITIES: Role Description: Field team staff will evaluate service area validation findings (SAVs) and determinations for the USDA RUS ReConnect Loans and Grants program. This will include determination of broadband speed and access in the proposed funding service areas (Client) by applicants to the ReConnect program. Field staff will travel to the Client's to perform a series of procedures including interviews with service provider technicians, local government officials, residents in public spaces, communication anchor institutions as well as network observations and computations.
Ability to execute detailed procedures to accurately capture number of broadband infrastructure findings performed during field work in rural parts of the country
Capability to understand fundamental broadband technologies and terminologies
Understand the program goals, rules and expectations, to ensure the procedures are being performed as prescribed
Ability to conduct field interviews with a broad range stakeholders/interviews identified by the desktop research team
Ability to work independently, lead a junior practitioner and communicate clearly in a timely manner with the Regional Lead
Readiness to travel extensively to different parts of the country, within East, Central and West regions. The travel will include air and road transport.
