Bachelor's Degree in Economics, Statistics, Business, Public Policy, Public Relations and Communications, Engineering or other related area of study or related work history
8-10 years of related experience that includes project or program management or management consulting experience, stakeholder management and engagement, and executing and delivering large and complex multi-stakeholder projects
Strong team leadership, team management and supervisory, and cross-functional collaborations experience
Proficient with Microsoft Office, especially Excel, PowerPoint, and Word
Valid California driver's license
Ability to travel within service territory Desired Qualifications
Advanced Degree in Economics, Statistics, Business, Public Policy, Social Psychology, Public Relations and Communications or other related fields
Demonstrated proficiency in project management and complex program delivery
High degree of ownership over work product and responsibilities
Budget management and executive reporting skills
Excellent written and verbal communication skills with the ability to convey complex information clearly, concisely, and effectively
Demonstrated proficiency in process improvement and cross-functional collaborations
Show patience and flexibility in rapidly shifting environments
Experience collaborating with various community-based organizations and/or think tanks and/or non-profits
Firm understanding of California's state energy policy
Intimate knowledge of the IOU business model as it relates to customers, regulators, and other stakeholders

Seeking an exemplary individual, with a strong project management expertise, to own and lead its efforts to implement the San Joaquin Valley Electrification and Gas programs located in Disadvantaged Communities in the San Joaquin Valley.
This position will lead a team of 4-7 individuals who will lead the cross-functional effort to refine product features, perform economic analysis and execute the program to meet customer and regulatory expectations.
This role will lead strategies to implement customer centric programs based on needs assessment research and ensure compliance with regulatory mandates.
Ability to quickly learn and navigate the regulatory and policy environment surrounding the San Joaquin proceeding is expected.
Additionally, with the support of regulatory affairs and the law department, the successful candidate will coordinate any program design proposals and coordinate all filings through the regulatory process.
Delivering on commitments and executing all aspects of the program is critical; and will range from working closely with internal teams, including but not limited to Regulatory Affairs, Community Affairs, Public Affairs, Marketing and Communications, Gas, GII, Legal, and any needed cross-functional partner.
Similarly, a smooth delivery requires close coordination with various external stakeholders. Management of deadlines, regulatory budget administration and reporting in accordance with the program guidelines is critical to the success of this role and further delivery on our commitments to the region.
Our Co. strives to act as a market leader in providing the energy needs and demands of the San Joaquin Valley and it is expected for this role to work cooperatively with the other California Investor Owned Utilities (IOUs), Regulatory staffs, and other stakeholders on statewide projects managed either by Our Co. or other IOUs. Collaborative problem solving and negotiation between stakeholders to reach an agreement will be an asset for this role.
Also, competency in developing and delivering multi-mode communications that convey a clear understanding of the unique needs of different audiences and further using compelling arguments to gain the support and commitment of others, is critical.
San Joaquin Valley Program Manager communicates Our Company's positions clearly and effectively to all stakeholders and work to resolve issues through the process.
This individual will review and analyze issues in testimony, comments, etc. to insure optimal outcome; and will provide internal stakeholders with ad hoc updates and recommendations.
Finally, the successful candidate will possess strong analytical, verbal and written communications skills and have experience working both independently and in team-oriented, collaborative situations.
He/she must be adaptable to changing environments and shifting priorities and approach such situations with a can-do, problem solving attitude to be able to make good and timely decisions that keep the organization moving forward.
This person should also have the desire and ability to bring forward fresh and innovative ideas and identify strategic areas to enhance existing program while balancing cost to all customers, processes and procedures that facilitates applying the knowledge of business and the marketplace to advance the organization goals. The ability to work within multi/cross-functional teams is critical.
Up to 25% travel in the Central Valley and San Francisco throughout the planning and start up phases of the program will be required.
1. Lead cross-functional team to design and execute on San Joaquin Valley customer strategy
2. Deliver and execute the program:
Execute all aspects of the program and deliver on all confirmed commitments
Collaborate closely with various internal stakeholders, such as Regulatory Affairs, Community Affairs, Public Affairs, Marketing and Communications, Law, and any other cross-functional partners
Engage with various external stakeholders, including but limited to any impacted CBOs
Maintain and manage the program's budget and track against changes
Proactively manage deadlines and submissions
Communicate the progress of the program and provide regular updates to all various internal and external stakeholders Participate in any related hearings as a witness or witness-assistant
Develop testimony, work papers, and exhibits supporting any communications from/to regulatory bodies
Communicate our Company's positions and commitment to the region clearly and effectively to stakeholders and work to resolve issues through negotiation
3. Identify the community needs:
Through review of research/community meetings, identify region's specific needs given its unique geography
Coordinate research on various region's demographic and identify gaps in market availability
Visit various communities in the region to build effective relationships with both internal and external stakeholders Engage regularly with various Community Based Organizations (CBOs) and understand their respective needs
4. Understand the regulatory environment:
Continuously review all proceedings by the Commission to ensure full compliance
Review any regional or jurisdictional governments rulings to ensure full program compliance
Participate in regulatory proceedings as a witness or witness assistant, if necessary
Collaborates with leaders, other LOBs, business partners, Board of Directors and external agencies to work on issues, projects, or related initiatives
Develop deep understanding of business drivers and financial levers to provide strategic decision support to ensure delivery of our Company's commitment to the region in an efficient and effective way
Lead economic analysis and forecasting for the program to understand the impacts of any decisions made by various internal partners
Obtain strong knowledge of our Company's policies and vision
