Position Description: This requirement is a non-personal service requirement
for a Military
Working Dog (MWD) manager to serve in an operational capacity and as a
subject matter expert on MWD management, production, and best practices.
Contractor reports to and is tasked by HQ Air Force A4SP Division Chief for
Integrated Defense, Law and Order and MWD; consults with the 341st Training
Squadron, Department of Defense (DoD) MWD Program Executive Agent, and other
organizations and personnel as tasked. Through the AF Executive Agent,
interacts with other services via Executive Agency management concerning the
DoD MWD program (including Army, Navy, Air Force, and Marine Corps).
Applies all MWD knowledge, techniques, and expertise to support the Director
of Security Forces vision and strategic direction. Additionally, the
contractor is responsible to oversee the implementation of identified
business practice improvements to ensure solutions meet the desired intent.
Must be able to conduct research and analysis to advise on and recommend
solutions to optimize MWD production, including the procurement and training
of MWDs for distribution throughout the DoD.

All work will be performed at the Security Forces Center Joint Base San
Antonio TX and other locations as determined by the AF/A4SP Division Chief.
Contractor will travel to other locations only when tasked by A4SP Division
Chief.

Contractor must possess a minimum of five (5) years' experience conducting
MWD management and be able to demonstrate they possess the skills, knowledge
and training necessary to satisfactorily perform the services required.
Additionally, contractor must possess superior interpersonal relationship
skills to include ability to work well with all levels within organization
from line level to senior leaders and have effective oral and written
communication skills with the ability to effectively communicate at all
organizational levels, including senior military leadership inside and
outside of AF/A4S. Senior level staffing experience is highly desired and
personnel must possess a secret security clearance.
