Project Description:

OCFO's Office of Technology Solutions (OTS) manages programs, projects, and systems assigned to it from initiation through operations/maintenance and review. OTS, hereinafter referred to as "the Office,” intends to acquire Contractor support through this task order for the following program management and technical services in support of the agency's functions:

•Program Management Office (PMO) Services including:
  • Provide advice and assistance with the management of projects
  • Provide technical analysis on Project Management Tools
  • Provide ongoing PMO services on agency projects
•Communication Support Services including:
  • Provide Planning, analyzing, designing, developing, communication strategies
  • Supporting customers in planning and implementing targeted and specific communication and outreach activities.
•Shared Service Support Services including
  • Provide Financial and Administrative Shared Services Support
•Testing and Training Support Services including
  • Provide Testing and Training Support Services
•Functional Analysis Support Services including
  • Provide functional support services
Task Description:

Provide Financial and Administrative Shared Services Support:

The contractor shall provide advisory and assistance support services in the development, standup, and operation of Shared Services. The contractor shall provide expertise and analysis of various aspects of shared services which may include: Assessing alternative organizational approaches for shared services and the corresponding pros and cons; evaluating methods for interacting with both internal and external stakeholders in a shared services framework; Examining IT governance processes to understand how software changes may be prioritized among paying customers and between paying and non-paying customers; researching lessons learned across the government in the adoption of shared services to provide best practices and lessons learned for EPA; and developing a service catalog that will allow OCFO to optimize its delivery of shared services to EPA. These analyses will be required as OCFO stands up its initial shared services offering in FY2018, and on an ongoing basis thereafter as OCFO grows its service catalog and perform regular assessments of its services offerings.

Deliverables:
•Presentations summarizing approaches and recommendations regarding organization, stakeholder engagement, IT governance, and service catalog development and maintenance.
•Recommendations on best practices for Shared Services for EPA
•Draft Analysis and Recommendation Documents
•Final Analysis and Recommendation Documents

Required Skills/Level of Experience:

NOTE: IN GENERAL, WE ARE LOOKING FOR CANDIDATES THAT HAVE EXPERIENCE WITH SUPPORTING A SHARED SERVICE ENVIRONMENT AND HAS SPECIFIC EXPERIENCES THAT TOUCH AT LEAST SOME OF THE CRITERIA IDENTIFIED BELOW. RESUMES SHOULD SPECIFICALLY CALL OUT SHARED SERVICES EXPERIENCE AMONG OTHER RELEVANT EXPERIENCE THAT WOULD BE ALIGNED TO THE EPA OCFO ENVIRONMENT.

Requires 4 to 8 yrs experience with a B.S. Degree in Finance, Business or relevant technical studies that align.

Provide expertise and analysis of various aspects of shared services to include:
•Assess alternative organizational approaches for shared services;
•Identify and evaluate corresponding pros and cons of shared service offerings;
•Evaluate methods interacting with both internal and external stakeholders in a shared services framework;
•Examine IT governance processes;
•Understand impact of software changes;
•Research lessons learned across the government in the adoption of shared services to provide best practices and lessons learned for EPA; and
•Support the development of a service catalog that will allow OCFO to optimize its delivery of shared services to EPA.
