IT Lead – Senior Application Engineer

Position Description
As the IT Lead, the candidate will provide technical guidance to developers and technical support to the PM. The IT Lead will also work closely with the customer, functional team and management to ensure the delivery of the solution. The candidate is expected to review and propose solutions to resolve legacy issues.

Other responsibilities include:
•Understand FEMA EADIS architecture vision and apply changes as appropriate
•Develop code to fix defects and improve code quality based on requirements using Java, J2EE, Struts, SQL
•Perform unit testing on the code and perform code reviews
•Participate in requirements working sessions
•Create technical documentation as needed (e.g. build plans, CM plans, etc.)
•Troubleshoot/provide solutions to production issues

Required Skills
1.Experience in Information Technology Consulting and Systems Development and working with front-facing clients as the technical SME as support to a project manager (5+)
2.Provide technical guidance and expertise to development team as needed (5+ years)
3.Java, J2EE, SQL application development (5+ years)
4.System development with Oracle Database (5+ years)
5.System development with WebLogic Application Server (5+ years)
6.Interpret Fortify/WebInspect security findings and develop Remediation Plans

Preferred Skills
1. IBM Rational Suite, Jazz platform: Rational Team Concert, ClearCase for source and doc versioning, minimal Requirements Management (2+ years)
2. Automated testing – Selenium (2+ years)
3. Software development in an Agile environment (1+ years)
4. Continuous integration/Continuous development (1+ years)
5. Owning project tasks and executing to meet deadlines and milestones (3+ years)

Provide primary job duties:
1. Oversee and QA the dev team's development and testing activities. Develop and test as needed (50%)
2. Perform unit testing on the code (10%)
3. Participate in and perform code reviews (15%)
4. Support delivery solutions (10%)
5. Attend Client meetings to discuss system requirements (5%)
6. Create technical documentation (5%)
7. Provide training to dev team to enforce industry best practices for software development (5%)
