Project Title: SWIFT 9.2 Upgrade - PeopleSoft DOT Lead Category: Architecture (Seeking one individual resource) Business Need
The Office Departments of Administration and Management & Budget
are planning to upgrade the current PeopleSoft Enterprise Financial Management Solutions (FMS) system to PeopleSoft version 9.2. FMS is the core tool that supports the State accounting and procurement functions. The State has named this application Statewide Integrated Financial Management Tools (SWIFT). The FMS application is currently operating in PeopleSoft version 9.1. Services () @ the Department of Administration and Management & Budget recently completed a strategic planning phase for SWIFT. The resource request is to assist the State to initiate the system scoping, design, and initial development activities associated with deploying this enterprise system. The initiation phase of this project is expected to be approximately 6 months in length, with extensions based on legislative funding and the results of the initiation phase.
  • Oracle Support for PeopleSoft version 9.1 ends in January of 2018.
  • The current modifications found in SWIFT far exceed those found in other organizations (both private and public) with recent upgrade experience.
  • Budget considerations due to legislative decisions could directly impact the second phase (post September 1 timeline), final deployment timing, and approach.
  • Accessibility is extremely important to the State and SWIFT must meet the WCAG 2.0 (Level AA) and Section 508 Subparts A-D accessibility standards.
  • Performance tuning of SWIFT is extremely important and must meet industry standards for an enterprise system; a focus will be put on reliability (availability vs. down time), system processing (specifically in budget checking), and timely batch processing.

  • The SWIFT system data will be used in the State of Minnesota's data warehouse and interfaces are a major component of this upgrade.

Estimated Project Milestones and Schedule
  • Anticipated Engagement Start Date: May 1, 2017
  • Anticipated Engagement End Date: November 15, 2017
  • The State will retain the option to extend the work order in increments determined by the State (full project is expected to last 14-24 months dependent upon funding, final scope, and team capacity/production.)

Project Environment

The Consultant will work closely with many stakeholders within and Admin organizations to analyze, document, develop, and deploy system upgrades.

Stakeholders include:
  • Project Managers
  • Developers
  • Technical and Business Analysts
  • Database Administrators
  • State Supervisors and Managers
  • MMB Finance and Administration Procurement business staff
  • Information Technology staff, supervisors, and managers
  • Other stakeholders Systems include:
  • Current PeopleSoft version is 9.1 (FSCM 9.1 MP3 Delta)
  • Current Database (Oracle 11G – will be Oracle 12C by end of March 2017)
  • Current PeopleTools (v 8.54)
  • Future PeopleSoft version 9.2 (PUM Image 22 or higher)
  • Future Database (Oracle 12C)
  • Future PeopleTools (v 8.55.13 or higher)
  • Future System will deploy FLUID
  • Future System will deploy Elasticsearch
  • Planned Migration Tool: PHIRE

Project Requirements
  • All work will be done at offices in St. Paul, MN.
  • Work must comply with the Statewide Enterprise Architecture.
  • Work must comply with applicable industry/agency standards.
  • Work must comply with the State Accessibility Standards.
  • Resource must be able to work independently, with little or no supervision.

Responsibilities Expected of the Selected Vendor
  • Interview face-to-face and on-site or via Skype (face-to-face preferred).
  • Resources must be available for forty (40) hour work weeks except for State holidays or other exceptions approved, and/or identified in the RFO response
  • Resources may occasionally be expected to work in excess of 40 hours per week dependent on deadlines and project volume.

Position Summary - PeopleSoft DOT Lead

The successful candidate will fulfill the role of PeopleSoft DOT specialist who will be responsible for understanding and reviewing the current DOT design and business processes and understanding the impact that PeopleSoft 9.2 and PeopleTools 8.55 will have on the existing business process, including the FHWA billing certification.

Roles and Responsibilities
  • Manage respective DOT business processes to deployment, including driving all related project tasks, objectives and milestones
  • Direct and guide PeopleSoft 9.2 decisions as they relate to the client business processes
  • Provide business process design, configuration and documentation for any new 9.2 functionality
  • Act as a liaison between the client functional and technical staff
  • Report status to the Project Management Office (PMO) team and help draft regular communication across the project
  • Provide project estimates for changes in business process and/or additional new functionality
  • Provide work breakdown structure of implementation details to be included in project plan
  • Track, escalate and document project risks, issues, decisions and changes to scope
  • Provide input and research into project recommendations and decisions
  • Work with software vendor to submit defects in delivered functionality
  • Provide other project related experience as necessary
  • Perform configuration analysis and documentation, especially as it relates to PeopleSoft 9.2 functionality
  • Lead test preparation including test scenario and test script review and creation
  • Lead interface review and analysis and create documentation on recommendations
  • Take lead for testing execution for the various test cycles

  • Create, document and track issues and resolutions
  • Create input for communication and change management for respective area(s)
  • Provide detailed analysis and input to training materials for respective area(s)
  • Provide input and review of complex system modifications for respective area(s)
  • Complete functional and/or technical specification documentation per standards

Mandatory Qualifications

(To be initially scored as pass/fail. Thereafter, proposals where the resource meets the Mandatory Qualifications will be scored in part on the extent to which the resource exceeds these mandatory minimums. See RFO Evaluation Process, below.)
  • Vendor must propose an hourly rate at or below vendor's Maximum Hourly Rate for the Architecture SITE category.
  • 10 years' combined experience in lead roles implementing PeopleSoft Financial Management Solutions (FMS) or Supply Chain Management (SCM) suite of modules working with a Department of Transportation (state or federal)
  • 1 PeopleSoft deployment in a state government setting working with a state Department of Transportation
  • 5 years' experience working with Federal Highway Administration (FHWA) functionality within PeopleSoft
  • 5 years' combined experience working with data warehouse solutions including PeopleSoft EPM or Oracle OBIEE
  • 1 year experience with PeopleTools 8.54 or higher
  • 5 years' combined experience in full lifecycle upgrades or implementations of PeopleSoft 9.1 or higher
  • Able to work on-site 5 days per week.

Desired Skills
  • PeopleSoft v9.2 project deployed on PeopleTools 8.55 in a public sector environment (i.e., Federal, State, County, City, or Municipality government, or Higher Education)
