Project Overview
The Oregon eCourt Program is a large and complex business change program, involving the enterprise-wide implementation of new technology and the transformation of business processes and operations in 36 circuit courts across the State of Oregon.
The Oregon eCourt Program also provides project, process, and change management for the new electronic court systems. The Program also manages the implementation and rollout of new Odyssey eCourt software applications in cooperation with the Enterprise Technology Services Division (ETSD), coordinates training requirements with the Office of Education, Training and Outreach (OETO), and provides business analysis and design analysis support for the development and implementation of the Oregon eCourt software applications.
This resource will provide business analysis support to the Project Manager with a variety of activities throughout the lifecycle of the assigned project(s).

Description of Duties
Provide expert business analysis in support of the OJD Oregon eCourt Program. Duties include, but are not limited to, the following:

Requirements development and analysis: Lead and/or participate in the development of detailed business, technical, and functional requirements, including elicitation, analysis, documentation, and validation of requirements.

Project Documentation: Develop and/or assist project manager in the development and maintenance of project documentation. Participate in the review of relevant vendor documentations and identify discrepancies based on acceptance criteria.

System Configuration: Provide support to the Configuration Manager in identifying system configuration requirements and perform system configuration activities.

Testing Activities: May provide support to the testing team in the development of test plans and test scripts, and participate in testing activities, such as system testing, user acceptance testing, regression testing, and system performance testing.

Business Process Modeling: May lead or participate in the identification and development of current and future business processes.

Project Management Support: Provide support to the project manager and, as requested, may lead sub-sections of a project following formal project management methodology. Participates in project meetings, or, as requested by the project manager, may lead project meetings. May prepare/maintain project schedules and/or project administrative activities.

Work skills required:
Excellent analytical skills;
Strong background in eliciting, analyzing, documenting, and validating requirements;
Experience performing configuration of a COTS system;
Plan, organize, and prioritize work;
Daily long hours using a computer and looking at computer screens;
Strong oral and written communication skills;
Ability to work independently and also work in a collaborative work environment;
Solid MS Office skills;
Good understanding of PMI's Project Management Methodology;

Work Experience Desired
A minimum of 2 years experience in:
  • Business Analysis in support of projects or programs;
  • MS Project 2010 skills;
  • MS Visio skills.
