The Integrated Compliance Information System (ICIS) National Pollutant Discharge Elimination System (NPDES) Data Exchange project came about following the Department of Environmental Quality's (DEQ) NPDES program migration from the Environmental Protection Agency (EPA) legacy system into ICIS. Previously DEQ was flowing data from source systems into EPA's legacy system however with the migration into ICIS, a new data exchange system is needed to reestablish data flow. In addition, EPA is in the process of updating its reporting requirements to include electronic reporting as the standard making it necessary for DEQ to update its electronic reporting systems.

Currently DEQ utilizes a modified version of the ICIS NPDES Full Batch data exchange on OpenNode2. All components were installed; however the change detection capabilities have been disabled. The Discharge Monitoring Report and Basic Permit data flows have been completed thorough previous efforts and DEQ data can be exchanged successfully with ICIS. This project is a continuation of those efforts to establish data flows for additional data families.

The selected Proposer must complete the Work described in this solicitation no later than August 31, 2015.

The Work Order Contract (WOC) - Exhibit A (attached) and Agreement to Agree (ATA) State Price Agreement 0483 (incorporated by reference) contains the the terms and conditions that will govern this contract.
