Client's Portfolio Delivery team has a requirement for a Technical (Business) Analyst. This shall represent the branch in gathering, analyzing, recommending and deploying options based on user business requirements. The primary role shall be in collecting and performing subsequent analysis for a variety of Ministry project initiatives as well as the creation of supporting project documentation as per the guidelines of PMO.

The scope of work includes, but is not limited to, the following:

• Perform business analysis, technical systems analysis and design, and tools used in creating software solutions.
• Responsible for business architecture design, software system specifications design, and database modelling.
• Participate iterative development using model-based processes
• Utilize software development experience with object-oriented technology
• Perform project management, business and technical analysis and systems design in delivering complex software solutions spanning n-tier development environments.
• Produce project artifices with XML; UML and/or other web-services technologies
• Perform business and technical requirements analysis and design using a model-based approach in transition from business to information technology solution.
• Work with the business managers and users to ratify and develop sound understanding and knowledge of the Business Requirements, ensuring that they are clearly documented.
• Prepare, update and manage documents defining the business requirements, software requirements, functional design, and project plans and schedules reflecting achievable deliverables for the applications.
• Prepare regular project status reports indicating project deliverables, possible risk and issues, time-lines and anticipated effort.
• Ensure appropriate project communication occurs to all parties involved during all phases of the project.
• Identify required user training.
• Lead and/or assist in developing, reviewing and updating of project deliverables, including but not limited to:
  • feasibility studies/market scans;
  • use case, business, process, data, physical and/or other models;
  • business requirements;
  • stakeholder assessment;
  • functional requirements;
  • non-functional requirements;
  • technical requirements;
  • operational requirements; and/or
  • work plans.
• Analyze gaps between requirements and available solutions, document results of analysis in appropriate format including business rules, workflow descriptions, data definitions, test plans and test cases.
• Develop any required project documentation (e.g. plans, estimates, outcomes, risks, changes, communication).
• Identify and analyse organizational change management requirements with stakeholders.
• Additional responsibilities as required by the Project Manager for a Business Analyst or Lead Technical Analyst role.
