Skills/experience REQUIRED of the assigned staff:
  • BS/BA in computer science, business or related field required + MS in computer science, information science or related field preferred
  • Minimum of 5 years of industry experience leading, developing or delivering solutions, at least 3 to 5 years of experience as an architect.
  • Excellent communication skills, both written and verbal, with an ability to understand and translate users' business needs, tasks and goals into an optimal user interface/user experience.
  • Served as a team lead for requirements gather; extensive experience with business process definition, best practices, and reengineering
  • Experience with web applications, cloud hosting, and off-the-shelf software
  • Ability to research and assess strategic technology trends in an objective fashion, acting as a trusted advisor to the client in the expenditure of government funds in the most practical and effective manner
  • Strategic thinking, problem solving, strong conceptualization, analytical, and logic skills.

Position overview / Statement of Work

The Data Analysis & Planning group is seeking a senior-level Solutions Architect to lead the requirements process for the Stormwater Plan Review Application. Currently configured as an Access 2016 frontend with a SQL 2008 R2 backend, the existing systems is reaching its limitations in accommodating the growing needs of the Department. For example, a separate application was developed to meet the needs of Active Construction and Post Construction inspection staff to allow for data entry in the field, which leverages a two-way data migration through a syncing function. The redevelopment of the existing system offers an opportunity to fully integrate the "Field Application”, and this system will also be included under the scope of work. As the database administrators, Data Analysis & Planning will require technical writing support in order to craft technical system requirements that can then be used to facilitate the drafting of a Request for Proposal. In addition, the scope of work includes researching, evaluating and recommending at least three workable solutions, and conducting an analysis to identify which requirements are a "fit” for off-the-shelf solutions and which requirements are a "gap” that necessitates custom configurations.
