Description 
We are seeking an experienced hands-on, Senior Manager who will be responsible for leading the implementation for our new Direct To Consumer Policy Admin System.  He/She will work alongside business stakeholders, product owners, and developers to build highly interactive, dynamic, and data driven applications.   He/She will be responsible for managing the build of the new Policy Admin system and all the Integrations required to support the platform. The team will be a matrix organization consisting of internal development staff (Software Engineers, QA testers & Project Manager), as well as external consultants/ vendors focused on developing the new platform.
 
The Senior Manager will plan, coordinate, direct, and design IT-related activities of the organization, as well as provide administrative direction and support for daily operational activities of the project.  This person is expected to understand the new platform, how it works at a low level, understand technical issues and work to resolve them.   He/She will work closely with decision makers in other departments to identify, recommend, develop, implement, and support cost-effective technology solutions for all aspects of the build.  This individual will also adhere to  IT policies, procedures, and best practices for development and agile practices.
 
Successful candidates for this position must have prior experience in managing large software development projects.  Experience in Policy Admin applications and other interactive technology development is a must.
Hands-on technical experience is required.  The individual in this role needs to have strong technical and management skills to help drive rapid expansion projects for Client and must demonstrate large scale project engagement experience as well as specific fluency in service oriented applications and web technologies.
 
Responsibilities:
  • Oversees effective day-to-day development activities, including release planning, testing and acceptance.
  • Ensures compliance with security, infrastructure processes, policies and other administrative/corporate procedures.
  • Ensures project success by creating and reviewing project plans, timelines, estimates, and requirements documents, and guiding staff improvement and greater accuracy in these areas.
  • Ensures that code reviews are completed and that standards are followed.
  • Takes initiative to find opportunities to do things better, faster, and smarter. Should be self-directed and proactive, able to think beyond the immediate problem and anticipate using exceptional judgment and problem solving abilities.
  • Evaluates and assesses employee performance.
  • Takes a leadership and mentoring role when working with less experienced staff.  Mentors team members in their technical and personal development.
  • Provides team members with individual attention, feedback, recognition, and encouragement.
  • Establishes relationships with technology and staff augmentation vendors
  • Partners with stakeholders, educating, negotiating and influencing them on implementation options and risks.
Qualifications:
  • BA/BS Degree in Computer Science or related field or equivalent; advance degree desirable.
  • 15+ years experience in managing medium to large-scale technical staff with experience managing tech aspects of medium to large scale projects in the digital space.
  • Experience in managing On-shore and Off-shore teams of developers.
  • Prior fiscal management of technology projects including providing estimates, managing project spend, and monthly forecasting.  Proven delivery track record of on time and within budget.
  • Resource management of staffing technology projects including aligning resources with the roadmap for efficient delivery of software.
  • Experience in requirements gathering, determining business process flow, and task mapping.
  • Ability to lead technical teams and articulate customer objectives in technical terms to senior management, business users, and the development team.
  • Experience in design and launching complex business/web applications in the market.
  • Strong knowledge of release/build/configuration management practices.
  • Strong understanding of software best-practices as it applies to web and business application development with hands on architecture design and development experience required in building large scale applications.
  • Demonstrable understanding of object oriented design/development and service oriented architecture.
  • Ability to prioritize and manage work, adhering to critical and aggressive project timelines in a fast-paced environment.
  • Strong experience in Software Development Life Cycle Management for new products and for products in maintenance mode.  Experience with Agile is a must.
  • Understanding of complex development issues including security, accessibility, concurrency and cross-browser compatibility.
  • Maturity in assessing the urgency of an issue and understanding proper escalation.
  • Experience working in a rapid and agile development environment with frequent deliveries
