Summary Statement: This position works under the general supervision of the Business Solutions Manager. The employee will provide business and technology guidance and facilitate requirements gathering sessions, workshops, meetings, and interviews with the Courts. This employee will be responsible for creating and maintaining detailed project documentation (e.g., business and functional requirements, process maps, and testing plans and scripts). The employee will serve as a liaison and point of contact between the Courts and the Judicial Information Center (JIC). The employee will be responsible for supporting and contributing to Systems Integration Testing, as well as evaluating current system and business processes and initiating recommendations for improvements in applications, procedures, and processes.
Minimum Qualifications:
  1. At least five years as a Business Analyst or Project Lead with strong business analysis and/or project management skills.
  2. Proven ability in developing and documenting requirements, functional designs, and other SDLC documentation.
  3. Proven ability in consulting and collaborating with functional and technical resources.
  4. Exceptional analytical ability with experience in performing detailed analysis of system processes and requirements, including process mapping, and analyzing business problems to provide innovative solutions.
  5. Experience in implementing process improvement initiatives including demonstrated skill in designing work flow processes and writing the supporting procedures.
  6. Experience in Systems Integration Testing, User Acceptance Testing, test script writing and execution, issue tracking and resolution.
  7. Strong facilitation skills to facilitate interviews, meetings, workshops and joint application design sessions.
  8. Knowledge of formal requirements gathering methodologies.
  9. Proficiency with MS Office Suite.
Preferential Requirements (desired):
  1. Possession of a Bachelor's Degree in Business or Information Systems preferred; equivalent work experience considered.
  2. CCBA, CBAP certification.
  3. Experience with different project methodologies including Waterfall and Agile
  4. Working knowledge of data modeling tools.
  5. Knowledge of Court systems or comparable government systems.
  6. Six Sigma Greenbelt or Blackbelt certification.
  7. Proficiency with MS Visio and MS Project.
