Job  Description
  • This position also oversees and performs technical and analytical work for the Executive Department.
  • The primary purpose of this position is to provides a full range of project management and support activities to the Executive Director.
  • The incumbent uses project management strategies to implement initiatives throughout the Authority.
  • The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed. ?
  • Supports the Executive Director in the management and implementation of the Authority's strategic plan.
  • Leads and participates in gathering departmental, budget, staffing and workload data; analyzes data to ensure accuracy of information;
  • evaluates and prepares timely recommendations to the Executive Director regarding potential organizational improvements.
  • Conducts complex studies to determine appropriate action for improvement; advises managers on findings and methods of effective solutions;
  • prepares written reports, drafts and reviews Board Communications and Board Agendas and makes presentations
  • Participates in the development of goals and objectives; analyzes the types and levels of services;
  • develops recommendations for the most effective organization structures, functions, staffing, policies and procedures and use of other recourse to accomplish stated goals.
  • Assist in the development and oversight of the Executive Department's strategic goals and operating procedures
  • Support the Executive Director by working with different departments to implement collaborative projects aligned with the Executive Director's strategic goals
  • Develops policies and procedures for budgetary and fiscal management; analyzes, recommends, and implements legislative and Authority directives
  • Oversee Board of Commissioners' training and education, including coordinating orientation materials for new Board Members.
  • Participates in the planning, design, development, and implementation of Authority-wide assessment programs.
  • Establishes and maintains collaborative, productive, and effective working relationships with all levels of management, staff, boards of commissioners, outside agencies, and the general public
  • Evaluates, analyzes, drafts, and review project documentation to and from the Executive Director; hold consultations with appropriate project managers/supervisors or outside consultants
  • Provide support to the Executive Director during meetings by drafting and reviewing reports with relevant background, ensuring the timely submission and circulation of relevant background documents and reports
  • Ensure the timely follow-up to the Executive Director's project directives, including the effective dissemination of pertinent information to senior management and other relevant staff within the Authority
Skills Required 
  • Knowledge of policies, procedures, goals, objectives, operational entities, requirements and activities as they apply to the Authority. ?
  • Knowledge of information management skills required to distill the considerable volume of information submitted to the Executive down to the Authority departments.
  • Knowledge of strategic planning processes and best practices.
  • Skill in documenting and implementing project plans.
  • Skill in networking and team-building. ? Ability to maintain confidentiality.
  • Ability to plan, prioritize, lead, and manage multiple projects and implement process improvement opportunities consistent with the Authority's strategic plan.
  • Ability to analyze, evaluate and implement financial and/or budgetary procedures for effectiveness and efficiency.
  • Ability to work independently and assume assigned responsibilities of the Authority.
  • Ability to maintain composure and tactfully handle difficult situations and interpret questions correctly;
  • Ability to behave in a friendly, understanding, helpful, and professional manner with clients/customers, coworkers, supervisors, subordinates, and the general public.

Experience Required
  • At least five (5) years of progressive experience in process analysis and project management.
  • MBA preferred. An equivalent combination of education and experience may be considered.
  • Must possess a valid driver's license
Education Required
  • Bachelor's degree in public or business administration, or related field. MBA preferred
