Location: Des Moines, Iowa
VM Note: Seeking Project Manager for 10-12 month period. 28-40 hours weekly (65-75%). Hours of work will be between 7 am and 5 pm Monday through Friday.

Job Description
  • Position Description Goal Serves as overall Project Manager for the USDA 
  • Works closely with Bureau of Nutrition and Health Services (BNHS) program staff, Department of Education Information Technology staff, and under the supervision and overall direction of the Bureau Chief. Reports to BNHS Bureau Chief.
Responsibilities
  • Consult with vendors, state agency staff, internal, and external stakeholders to clarify and define project requirements, including development of a statement of work.
  • Develop and revise complex project charters, plans and budgets; work with users to understand complex problems and focus on bringing issues to resolution, escalating as necessary to meet timelines.
  • Interact with leadership on behalf of project team.
  • Develop and implement complex project communication plans.
  • Create and deliver presentations for state agency staff, internal, and external stakeholders on project goals and plans, including progress reports, newsletters, and monthly update meetings.
  • Create and deliver quarterly and other essential reports necessary to meet grant requirements within required timelines.
  • Responsible for developing documents for sourcing and managing outside vendors.
  • Manage a group of projects associated with a specific business function.
  • Identify and measure project successes, limitations, and overall progress.
  • Management of and responsibility for risk management, change management, and QA management.
  • May directly manage project staff, including training and monitoring progress.
  • Follow required protocols to ensure DE and USDA approved practices and reports.
  • Verify all program and system documentation is complete before approvals for live implementation and payments are made.
Skills Required Qualifications
  • Comprehensive knowledge of project management practices and concepts (3 years experience preferred).
  • Sound understanding of State Government practices, policies, and procedures.
  • Ability to have diplomatic and clear communication across senior leadership and project team.
  • Excellent written and verbal communication skills.
Skills Preferred
  • • Understanding of Child Nutrition Programs preferred.
  • Experience working in IT – based projects (2 years preferred).
  • Experience in grant writing/management preferred.
  • Experience managing programs, projecting risks, and monitoring budgets preferred.
  • Experience Required Qualifications
