GIS Data Administrator

Position Description :
  • This position will support GIS information data management and non-safety integrations for client business systems, data maintenance, field data capture, and GIS data portals.
  • This position will perform feature class/layer development, automate geo-processing tasks, configure ArcGIS modules and tools, perform data validation, design and improve data maintenance workflows to support future integration of GIS.
  • Responsibilities will include documenting and translating department business requirements to recommend appropriate data models and solutions to meet these needs and completing application configuration under the direction of the Geospatial Manager.

Skills Required :
  • Under administrative supervision of the Geospatial Information Manager,
  • the employee has personal accountability for carrying out an assigned function, program, or project within the scope of established guidelines and objectives and is expected to resolve problems in a professional manner that will arise in the normal course of the work. Completed work will be reviewed for soundness of judgment, conclusion, adequacy, and conformance to policy.
  • Consults with GIS users to capture requirements by conducting GIS end-user needs analysis, and propose solutions before the implementation that meet the user needs.
  • Leads GIS professionals through the process of translating user requirements and assessing alternative data models for the future design of GIS data sets.
  • After approval, lead the design, testing, modification, and implementation of any new data models. • Identify possible uses and integration of GIS with existing or new non-safety client systems and processes by working with clients to define needs and propose solutions for data collection, analysis, or dissemination to successfully integrate these systems.
  • Implement industry accepted standards and procedures for GIS data management, application and service configuration, and promote the adoption of these standards and procedures throughout the client for GIS professionals and users.
  • Perform moderate to complex GIS analytical and geoprocessing functions, including input, editing, manipulation, management, analysis, and output of spatial and tabular data sets and views.
  • Suggest technical operations improvements related to the maintenance of GIS data layers used in data modeling and data distribution activities, which includes coordinating the maintenance of GIS data life cycles and related business processes.
  • Identify and lead the implementation of data maintenance modules/tools within ArcGIS ArcMap and document and apply improvements for quality assurance and quality control (QA/QC) procedures for all existing and new GIS feature classes.
  • Identify areas of improvement to existing map production and web services using ArcGIS Pro.
  • Assist in the development of a plan to migrate all ArcMap data maintenance procedures/tools to ArcGIS Pro.
  • Recommend geodatabase design and use available data modeling, programming, and management tools to implement and maintain GIS applications, tables and views.
  • Design and configure GIS application as directed. Conduct unit and user tests procedures and programs to assure that desired results are achieved; with strict adherence to standards and Agile SCRUM principles; make necessary changes to correct deficiencies.
  • Create appropriate documentation of designed or integrated systems; assist with development of training and help documents; provide training and technical support as needed.
  • Assist with the design, development, loading and maintenance of spatial databases to enable statistical analysis, geographic analysis, application functionality and mapping using GIS software.
  • Perform programming tasks to include developing new Python code to fit specific needs.
  • Operate GIS computer equipment, to include workstations, mobile devices, printers, plotters, wide format scanners, and GPS units as required.

Skills Preferred Initial Year Goals
  • Write Python scripts to accomplish nightly data replication from the production geodatabase to development geodatabase.
  • Write Python scripts are required to complete system integrations, QA/QC procedures, data automation, etc.
  • Transfer existing geodatabase administration scheduled Python scripts from the PC to the GIS servers
  • Edit existing IBM Impromptu reports to populate views in the enterprise maintenance geodatabase.
  • Develop new IBM Impromptu reports as required.
  • Create / manage web services for Luclient editing integration
  • Meet with the Fire Department to document requirements to develop the data model and application configuration requirements and completed the configuration the field mobility application for a Fire Pre-plan and AED data capture. Document support requirements and train all fire department staff on its use.
  • Meet with the Public Works blue-staking crews to determine their data needs and inform field application configuration or implementation of the Luclient system.
  • Document the workflow between .HTE, Munis, Luclient and GIS to include all department responsibilities, system parameters/configurations and timing. Complete and schedule automations using Python for processing and QA/QC.
  • Document and support the two-way GIS update integration between Luclient field mobility and GIS.
  • Document standard operating procedures for web service management.
  • Develop an interface between GIS and Open text to support the Open Data Portal
  • Support the OpInterconnect integration
  • Support the GIS / Munis data integration
  • Evaluate all existing, map images, web maps and applications for validity to develop a plan of action for deprecation or expansion.

Experience Required:
  • The ideal candidate for this position would have excellent technical, interpersonal, verbal, and written communication skills.
  • They need to be able to work independently and as a part of a high-performance team; be highly self-motivated, self-directed, and demonstrate exceptional attention to detail in their work.
  • Flawless ability to perform advanced ArcGIS ArcMap and ArcPro activities is expected.
  • Ability to handle multiple priorities simultaneously and collaborate professionally with internal and external customers is a requirement. Bachelor's Degree in Geography, Planning, Computer Science, Engineering or a related field. Three (3) years of experience at or above the level of the Senior GIS Analyst, including one year of experience completing complex, multi-disciplinary GIS projects. They must possess a current and strong working knowledge of ArcGIS software, Python programming, WebGIS application configuration, and geodatabase design to include:
  • Hands-on ArcGIS Desktop and ArcGIS Pro advanced experience.
  • Understanding of ArcGIS geodatabase design and development, versioned editing, and data replication.
  • Experience creating and maintaining geodatabase tables and views with input from other business systems.
  • Working knowledge of the Agile SCRUM methodology.
  • Esri GIS field mobility application configuration experience.
  • Strong skills and experience with Python, particularly writing ArcPy scripts for a variety of data and database tasks.
  • ArcGIS Online and ArcGIS Portal application configuration and management.
