Job Description:
Appropriate Job Title:Senior Pipeline Estimator (known as Senior Target Pricing Analyst)
Minimum Qualifications:
  • Experience in pipeline or mechanical estimating, utility pipeline estimating preferred
  • 5-7 years of estimating experience with an emphasis on pipeline projects
  • 4-year degree or equivalent experience
  • Extensive knowledge and experience in EPC, crew- based estimating practices and methods
  • Ability to organize, direct, perform, review and present cost estimating products with minimum supervision Demonstrated ability in pricing negotiation
  • In-depth knowledge of pipeline construction activities, crew composition, realistic production rates, working restriction, and project schedules; first-hand experience setting up activity based resource loaded estimates; knowledge of estimating indirect costs to support large pipeline projects
  • Thorough understanding of established cost index, escalation calculations and projections; thorough understanding of cost engineering and estimating industry standards for administrative, supervisory procedures and practices. This position requires specific experience in estimating pipeline installation and/or pipeline upgrade projects.
Travel Requirements:
  • Up to 25% travel to project sites (typically no overnight travel is required)
  • Site visits include site meetings job walks
Senior Pipeline Estimator (known as Senior Target Pricing Analyst) Responsibilities:
  • Provide pipeline project estimates
  • Provide target price negotiating support within a 6–10 person team, directly with contractors/company representatives (in person) bidding for the project
  • Research and develop target pricing for ongoing projects, ultimately developing a "bottoms-up” resource loaded estimate detail
  • Aid and assist with the development of historical data, archival and analysis comparison reports
  • Assist the price validation team
  • Provide change order support when needed, during project construction and close-out
  • Support estimate reporting and reviews
  • Prepare, review and/or supervise (when delegated) the preparation and presentation of pipeline estimates with minimal supervision
  • Provide technical direction and support training activities, when delegated
  • Work with construction and contracts personnel to prepare crew-based estimates assigning labor, equipment and materials to standard pipeline activities to meet project requirements
  • Provide "means and methods” and constructability analysis during early stages of project design and in project review meetings
  • Develop conceptual estimates, supporting project organizational and administrative activities
  • Maintain relationships with project personnel, particularly with individual discipline group leaders and project managers
  • Prepare and supervise the preparation of cost studies, trend estimates, capital cost estimates, alternatives and estimates in specialized areas
  • Assist in the overall negotiation of received bids by negotiating target pricing directly with the contractor and project management groups
  • Review design scope criteria and quantities for completeness and reasonableness; coordinate with project personnel to develop additional estimating bases when information provided is incomplete; establish the conceptual scope of studies when the definition is not available Prepare basis and assumption documentation
  • Coordinate pricing structure and/or criteria to be used for the pipeline discipline which meet the objectives of the cost estimate
