The candidate will be responsible to manage and lead the global Consulting Category.

The candidate will be responsible for partnering with Executive Vice Presidents, Senior Vice Presidents, Vice Presidents, Senior Directors, Directors, and functional leads to drive strategic sourcing and supply management.

Category Knowledge: Extensive knowledge in consulting, including the following consulting sub-categories: strategy consulting, business consulting, operational consulting, financial consulting, M&A consulting, etc. A preferred candidate will be experienced in several of the sub-categories.

Strategic Sourcing: Proven expertise with the various sourcing tools and analytical methods commonly practiced and used within a world-class Global Procurement organization.

Skills and Knowledge: Demonstrated / proven typical skills and knowledge required to contribute to a Global Procurement organization.

Span of Control: This is an individual contributor role. The position is global in scope and be expected to manage a total expenditure of $200M- $500M. The individual must understand and be an expert in developing global strategies through the lens of a local market/country to ensure the implementation meets the local business requirements.

As procurement influence is still growing within Shire, the role will need to work closely with the functional business unit heads to create value added category strategies and hold strong sourcing events. The candidate will need to have very strong interpersonal, communications and problem solving skills as they will interact with very senior and high profiled leaders across Shire. They should display a passion for strategic sourcing, supply management and operational procurement.

Essential Functions
Responsibilities
Describe the essential job duties. 50% Category Management & Delivery
  1. Personally develops, leads, and manages larger sub-categories.
  2. Develops an end-to-end category strategy, mapping out the current landscape and defining an improvement plan for the near, mid and long-term to stimulate interest from and engagement with stakeholders.
  3. Activities such as: market research, demand management, specification development, spend analytics, category strategy development, business case development, negotiation, E-Procurement & E-auctions, supplier relationship management, stakeholder engagement.
  4. Utilize established tools/systems & adherence to policies.
  5. Feed success stories into overall procurement communications.

20% Client/Internal Relations
  1. Demonstrating value delivery to a target audience of VP/Sr. Dir / Dir level stakeholders to reinforce client-side buy-in.
  2. Be able to engage leaders to gain insights and perspective.
  3. Understand Business area needs, strategies and priorities and service accordingly.
  4. Ability to explain procurement practices, benefits to the organization, the value of Supplier Relationship Management participation in post contract management.
  5. Demonstrate Shire values in all relationships (including suppliers).
  6. As the Procurement Leadership Team is responsible for business-wide engagement, this role is equally responsible for the credibility and reputation of Procurement as a value-adding team. "Selling” Procurement is a key part of this role.
  7. Specifically where the business is not engaged, or late, finds ways of improving engagement and develops a plan of action.
  8. Ability to address urgent needs of the business effectively and efficiently.
  9. Ensure Procurement is a commercial asset and not just a compliance function.
  10. Champion and enact pan-business sourcing to leverage Shire's buying power.
  11. Show the business how to make their budgets go further or get more for less.
  12. Be knowledgeable in best procurement practice for the category (sub-categories)
  13. Co-develop and execute sourcing strategies with the business, expertly advising and guiding the process to the best-fit approach, tactics and tools (e.g. outcome-based specifications, RFP/RFI/RFQ builds, E-auctions, KPI/SLA development).
  14. Meet regularly with stakeholders to ensure alignment & solicit feedback.
10% Processes, Metrics & Execution
  1. Track progress against objectives; refine and develop audience-specific updates.
  2. Use market research to ensure that Shire stays abreast of latest market cost/value/innovation developments per Category.
  3. Work in collaboration with Global Internal Audit and other functions to ensure compliance to policies and audit remediation.
  4. Responsible for the negotiation and contract management process
  5. Responsible with the Client for the timely procurement of contract services required for company operations.
  6. Create, prioritize and plan a pipeline of opportunities to deliver the saving objectives
  7. Overall follow the Procurement Operating Model for disciplined execution

20% Supplier Relations
  1. Enable Shire to get the best out of its suppliers by working in partnership with them for mutual good business.
  2. Help the Business conduct post contract management (PCM) and facilitate supplier relationship management (SRM) with key (top 20%) suppliers.
  3. Ensure Procurement, the Business and Suppliers conduct business ethically, and within the Company's Anti Bribery and Corruption and FCPA guidelines. Alert the leadership to any improper practice.
  4. Encourage Supplier Diversity.
Education & Experience Requirements
Include educational requirements or equivalency, required years and type(s) of experience, and necessary licenses or certificates. Specify which are required and which are preferred. For UK, please do not use years of experience due to UK Legislation.
  • BA or BS required; MBA preferred. Procurement qualifications are a plus (e.g. ISM, IPMM or MCIPS).
  • Demonstrated ability of working with and managing cross functional teams in a global, complex, changing environment to deliver value-added results to the organization.
  • 7 + years of experience in a regulated environment Pharmaceutical, Biotech, Financial, Insurance or the like.
  • Demonstrated ability of end-to-end category management & change from a tactical fulfillment service provider to business partner status.
  • Demonstrated ability to effectively communicate ideas and influence others.
  • Demonstrated ability to deliver value-added results to the organization by applying financial analysis principles and procurement discipline.
  • Mastery of functional expertise and role.

Superior negotiating skills while representing Shire to suppliers and negotiating formal commitments for services/products. Knowledge of multiple spending patterns, supplier processes, business processes across the company must be employed to effectively make decisions representing internal clients and the relationships with Shire's suppliers.
