Position Description THIS IS A DIRECT HIRE POSITION. SALARY FOR THIS CANDIDATE WILL BE $96,000. PLEASE SOURCE AND SUBMIT ACCORDINGLY. SCOPE: This position will manage the CMHA RAD application for its Public Housing Program which consists of 5300 public housing units. The qualified candidate will ensure they successfully achieve each step throughout the process from assessment through application, financing, relocation, construction and final conversion. ESSENTIAL DUTIES AND RESPONSIBILITIES: The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. • Leading and advancing the RAD required steps, milestones, and priorities to comply with HUD RAD regulations. • Oversee financial analyses and summaries, and including development budgets (sources and uses) and operating pro formas to ensure conformance with HUD’s program guidelines and lender requirements. • Oversee the preparation of physical condition assessments in conformance with RAD program requirements. • Attend and facilitates resident meetings in accordance with RAD guidelines as needed. • Prepare applications in accordance with RAD guidelines • Complete follow-up as necessary to address HUD questions about RAD applications. • Assist with procurement for services related to RAD conversions. This includes, but is not limited, to securing services for RAD-eligible Physical Condition Assessments, Surveyor, Appraisals, Legal, Architects, Construction Contractor, etc. • After successful award, manage the conversion process for specific RAD properties, including all submissions required under RAD. Works collaboratively with REC and RED to ensure successful conversion through construction into operational status. Work collaboratively with private owners of RAD-eligible housing (mixed-income, Mod Rehab) to promote and assess potential projects. Pursue applications as determined and manage such projects through the conversion /refinance / construction process. • Develop and manages individual RAD transaction timelines to ensure appropriate and full utilization of the resource. • Stay abreast of national RAD policies, program changes and legislation. Assess opportunities as a result of such changes. • Perform additional duties as assigned.
Skills Required • Knowledge of public and private financing. • Knowledge of federal, state and local laws, rules and regulations pertaining to contract administration, bid documents and related matters, housing authority operating policies and procedures, local building codes and HUD regulations. • Must demonstrate experience overseeing the real estate development process, from start to finish including design, acquisition, financing, construction into lease – up and operational stabilization. • Excellent planning, negotiations and project management skills. Strong attention to detail and ability to analyze information. • Excellent communication, verbal, organizational and interpersonal skills. • Knowledge of Microsoft Word, Excel, Access, and project management packages.
Experience Required Seven years of real estate related professional experience of which at least 4 years are in a managerial capacity working for an established private, public and/or non-profit organization, real estate enterprise and/or developer, overseeing real estate development.
Education Required Bachelor’s/ Master’s degree in any of the following fields of study: architecture, real estate development, finance, planning, or construction management. Education in other fields of study would be acceptable combined with appropriate work experience.
Additional Information While performing the duties of this job, the employee is frequently required to maintain a stationary position, operate computers and other office equipment, move about the office, attend onsite and offsite meetings, and communicate. The employee must be able to sit or stand for eight hours while performing essential work duties. The employee must be able to accurately exchange information in person, in writing and via e-mail and telephone. The employee must be able to perform essential job functions in an environment that could have increased stress levels. OTHER: The candidate must possess and maintain a valid driver’s license in state of residence, and maintain an insurable driving record under the terms and conditions of the CMHA auto liability policy. The candidate may have no more than 4 accumulated points in 3 consecutive years. Note: As a condition of employment at CMHA, you must agree to and pass a drug screen test, criminal background check, and motor vehicle check.
