Position Description The purpose of this position is to facilitate, design and implement data collection, analysis and dissemination on behalf of the Healthy Start project. This job may include the following job duties and is not an all-inclusive list of all job duties that may be required. Employees will be required to perform other related duties as assigned. Project Leadership: Works closely with the program leadership to ensure seamless implementation of Healthy Start services across all scopes of practice and at all sites. Attends regular case conferences and team meetings; effectively assists staff in the implementation and understanding of data collection and the importance of data in terms of evaluation; utilizes data reports in routine quality improvement processes to improve participant and community perinatal and health outcomes. Evaluation Design, Reporting and Dissemination: Works closely with the Project Director to design and implement program policy and procedures that contribute to accurate and timely data collection, analysis of project and community outcomes, reporting and disseminating through publication; provides daily expertise and communication with county and state epidemiology personnel, community data partners such as MIHS, the OFH Information Management Analyst and project staff. Prepares data reports and analysis to be used for funder reports. Works closely with MCDPH Epidemiology to complete documentation and reports needed for related publications such as papers and conference posters.
Skills Required Must demonstrate advanced skills with Word, Excel and Access. Must have a general understanding of relational database design as it relates to data gathering and reporting applications; Detail oriented thinking, a working knowledge of evaluation principles and strategies; Knowledge of maternal and child health indicators and the factors that contribute to infant mortality. Knowledge of the racial, ethnic and socioeconomic diversity of the population well as health care and social service resources available in the area. Ability to communicate effectively both verbally and in writing, advanced computer skills.
Skills Preferred five (5) years of experience in program design, implementation and evaluation.

Education Required Bachelor's degree in Public or Business Administration, or related field
