Position Description Under supervision of an Asset Manager, conduct financial reviews of operating budgets, financial statements and monthly operating reports; monitor projects to ensure continued viability; conduct physical inspections and write comprehensive reports on the findings; review proposals and expenditure requests; review requests for rent increases and return on equity; respond to inquiries from tenants, managers/owners and concerned parties; perform other related duties as required. Under supervision of the Assistant Director of Property Management, perform duties related to Section 8, 236, and tax credit monitoring, including compliance with the H.U.D. 4350.3 Handbook and other rules and regulations set forth in the Management Manual; ensure that projects satisfy the requirements of re-certification, as well as the electronic transmission through TRACS of all subsidized tenant files. Skills Required Extensive knowledge of real estate property management procedures. - General knowledge of Federal and New Jersey laws affecting multi-family dwellings. - General knowledge of HUD occupancy requirements. - General knowledge of accounting procedures and practices. - General knowledge of New Jersey building and construction codes. - Ability to plan, organize and accomplish multiple assignments simultaneously. - Ability to communicate effectively orally, in writing and to listen actively. - Ability to maintain a positive work atmosphere in an appropriate manner of behavior that ensures cooperation and effective communication with customers, clients, peers and management. Knowledge of HUD rules and regulations governing tenant selection, eligibility, and the certification/recertification requirements. ? Knowledge of the Low-Income Housing Tax Credit Program. ? Knowledge of HMFA statutes and regulations. ? Ability to perform and analyze mathematical computations. ? Ability to accurately enter and retrieve computer data, using MS Word and MS Excel
Skills Preferred
Experience Required five (5) years of related housing management experience or an equivalent combination of education and experience that meets the required knowledge, skills and abilities.
