Position Description This is a temporary Benefits Specialist position. The Benefits Specialist is responsible for a variety of tasks related to health and welfare benefits administration, including Open Enrollment, for a group of more than 10,000 employees. This position researches, analyzes, evaluates, interprets and administers the Maricopa County Employee Benefits plans to ensure programs are in compliance with contract provisions, County procedures, Federal and State statutes, rules and regulations. The Benefits Specialist assists employees who call or visit the Employee Benefits office by answering their questions and addressing benefits needs in a timely and accurate manner. • Complies with regulatory, financial, tax and legal requirements for administering the Maricopa County benefits plans. • Complies with privacy and HIPAA regulations and requirements regarding the proper use of protected health information. • Applies rules associated with the Affordable Care Act that impact benefits administration. • Provides support in a phone-intensive environment to resolve inquiries from Maricopa County employees regarding all aspects of their health and welfare benefits, including medical, prescription, behavioral health, dental, vision, short-term disability, and life insurance as well as flexible spending accounts and health savings accounts. • Answers incoming phone calls, responds to questions from employees, providers, and vendors regarding the County's benefits plan, including interpreting eligibility and coverage provisions. • Tracks all actions in the benefits case management and call recording systems. • Interprets plan documents and insurance carrier contracts and utilizes them as a reference when responding to benefits inquiries. • Participates in the annual benefits Open Enrollment process by planning events, answering questions, facilitating benefits meetings, and completing assigned open enrollment tasks. • Verifies that benefits premiums and administrative charges are being calculated and administered appropriately. • Writes clear, concise benefits-related material using technical language, proper grammar, and correct punctuation, and tailors these communications to the targeted audience.
Skills Required Three (3) years' directly related full-time, primary work experience in employee health and welfare benefits administration of a self-funded, employer-sponsored group health plan. Benefits administration experience relative to the position may include but is not limited to: interpreting plan provisions, providing input on plan design and rates; writing employee communications and plan documents; and/or analyzing payroll data pertaining to premiums. Post-secondary education may substitute for up to two (2) years of the experience requirement.
Skills Preferred Knowledge of: • Federal and State statutes and other legal regulations that govern health and welfare benefit plans and benefits administration. • Principles and processes for providing customer service including customer needs assessment, meeting quality standards for services, and evaluating customer satisfaction. • Benefits claims processing and payment functions.
Experience Required Three (3) years' directly related full-time, primary work experience in employee health and welfare benefits administration of a self-funded, employer-sponsored group health plan.
