Position Description ****2 Month Contract with possibility of extension. LOCAL candidates ONLY please***** The Identity and Access Management (IAM) Enterprise Architect will be responsible for developing, architecting and implementing identity and access management solutions at an enterprise and application level for Maricopa County. This includes establishing a formal IAM framework, creating a strategy/roadmap and managing/overseeing projects to implement solutions that support the strategy. The IAM Enterprise Architect provides oversight to project-based staff that includes employees and contractors, and provides on-site leadership to ensure that project objectives are achieved and project deadlines are met. ESSENTIAL JOB TASKS (This is not an all-inclusive list of all job duties that may be required; employees will be required to perform other related duties as assigned.) • Develop, document, manage and implement an Enterprise-wide IAM Framework, strategy and roadmap that outlines and defines the tactical, operational and strategic plan for IAM throughout Maricopa County. (30%) • Lead IAM project-based efforts that includes employees, vendors and contract staff. (10%) • Develop, architect and implement IAM provisioning tools. (20%) • Recommend improvements, corrections, remediation or requirements for associated projects. (10%) • Create and maintain relevant documentation that on occasion may be required by the customer. (10%) • Develop strong partnerships with our customers, software vendors and other technical and industry resources. (10%) • Establish privileged access monitoring controls for identifying and mitigating Information Security risks associated with access rights. (10%)
Skills Required Knowledge, Skills, and Abilities: • Knowledge of Identity and Access Management best practices; directory services (Active Directory, LDAP, eDirectory); Federation, SSO, SAML, OAuth, PKI and Identity Management. • Experience is administrating OKTA and providing support to OKTA clients. Experience in integration with OKTA, integrating OKTA with Active Directory, manage the day to day activities creating and managing OKTA policies and creating and managing OKTA application. • Knowledge of NIST IR 7316 Assessment of Access Control Systems; project management and facilitation skills to establish project goals and objectives. Possess analytical and organizational skills with the ability to gather, assemble, correlate and analyze facts, and propose solutions to problems; strong written and verbal communication skills; and detail oriented and motivated to strive for excellence and drive success. • Ability to identify project risks and gaps and to develop creative and workable solutions to complex problems and policy issues; lead and work cooperatively in a team environment; work with multiple stakeholders to provide direction and oversight; articulate technical security terms to non-technical audiences both verbally and in writing.
