Position Description **Under general supervision, assists in administering policies, procedures and collective bargaining agreements and employee/labor relations activities throughout Philadelphia Housing Authority (PHA). Provides interpretation of policies, procedures, and union contracts to management and staff and preforms a wide variety of functions regarding all phases of collective bargaining negotiations, impasse proceedings, grievance and related employee relations activities. Administers the Workers Compensation and leave administration processes in compliance with PHA policy, the Family and Medical Leave Act, and the Pennsylvania Worker's Compensation Act. The incumbent must demonstrate initiative when carrying out their duties and posses the ability to work both independently and within a team as appropriate; and performs other related duties. ** • Interprets union contracts and Human Resource policy and procedures manual; assists in reviewing union complaints and grievances. • Processes Worker's Compensation claims; serves as liaison for activities with internal and external partners as relative to worker's compensation. • Administers all leaves of absences in accordance with applicable law and policy • Manages labor and employee relations complaints and investigations regarding alleged policy violations, investigates and makes recommendations for all non-EEO complaints. Critically analyzes investigative findings then clearly and explicitly articulates determinations within submitted reports. Ensures employee policy is implemented equitably. • Provides support in negotiating agreements between management and represented employees. • Researches labor law and bargaining procedures applicable to work disputes. • Administers PHA's discipline process. Prepares and assists management in application of proper discipline based on the Human Resources policy. • Schedules and attends all grievance meetings, as well as both union and non-union formal complaint hearings. Schedules and prepares witnesses with outside attorneys. Prepares and attends grievance arbitration appeals. • Assures compliance with PHA's policies and applicable Federal/State laws, rules and regulations. • Communicates and disseminates information to management and staff on operational and organizational policy and procedures • Stays abreast of new trends and innovations in the field of labor and employee relations. • Provides assistance and/or performs activities related to other areas of the Human Resources Department when needed. • Maintains absolute confidentiality of work-related issues and PHA information; performs related duties and responsibilities as assigned
Skills Required • Excellent oral and written communication skills, including the ability to investigate and analyze complex issues and reduce determination to writing in a clear and concise manner. • Assuring compliance with regulations and collective bargaining agreements governing human resources operations. • Investigating, bargaining, labor relations and interview techniques. • Identifying, diffusing, and mediating differences, and developing consensus. • Overseeing and coordinating human resources operations within a large organization. • Interacting with people of different social, economic and ethnic backgrounds. • Establishing and maintaining effective working relationships with co-workers, management, union representatives, employees and the general public. • Working independently and demonstrating initiative • Working collaboratively and effectively in a team environment • Operating a personal computer utilizing standard and specialized software.
Experience Required 5+ years in labor/employee relations or directly related experience
Education Required Bachelors Degree in Human Resources, Industrial Relations or Business Administration
Education Preferred Training or certification as a PHR/SPHR
