Construction Procurement Specialist

Position Description 1. This position is responsible for procuring or coordinating the procurement of architectural and engineering services, construction services and related goods and services required by the Department; 2. Prepare, contribute or edit technical and complex specifications, contracts and solicitation documents, including all related research and analysis; 3. Prepare and analyze competitive sealed bids, competitive sealed proposals, requests for quotations and other solicitations; 4. Research cooperative or on-call contracts for identified needs; 5. Identify and notify potential sources; market the solicitation; 6. Schedule and conduct pre-bid and pre-proposal conferences; 7. Coordinate and facilitate activities of selection committees; 8. Recommend lowest, responsive, responsible bidders on IFB’s; most advantageous, best value or most qualified on RFP’s; most qualified on REOI’s or RFQu’s; 9. Review requisitions and confer with source regarding requirements, specifications, quantities, quality and delivery; 10. Engage with consultants, contractors and suppliers in order to acquaint the with procurement policies and procedures and to obtain information on required products and services; 11. Provide guidance, assistance and information related to the procurement procedures and documents to project managers, construction inspectors and other internal customers; 12. Maintain the integrity of the procurement process using the Commission’s Procurement Manual; 13. Prepare and maintain accurate records and documentation on all solicitations, responses, task orders, purchases, contracts, correspondence and related documents; 14. Maintain document logs; 15. Perform other duties as required and requested.
Skills Required • An equivalent combination of education and experience will be considered; • Considerable knowledge of business practices related to public purchasing; • Good knowledge of mathematics to perform computations, and collect and analyze values; • Considerable skill with computers, including automated purchasing systems and common office word processing and spreadsheets. • Ability to read, interpret, explain and properly apply procurement rules, regulations, policies and procedures; • Ability to develop effective and cooperative working relationships with fellow staff, and other divisions; • Ability to effectively communicate orally and in writing, including the ability to convey complex and technical subjects in a clear, concise and positive manner; • Ability to establish schedules and to complete projects on a timely basis; • Four (4) years of professional experience in preparation of construction, professional services and technical solicitation documents; • Professional certification such as Certified Professional Public Buyer (CBBP), Certified Purchasing Professional (CPP); • Good knowledge of construction and professional services terminology; • Construction office experience; • Demonstrated experience successfully managing construction procurement processes in a public sector environment; • Knowledge and experience in various project delivery methods such as Design/Build, Design/Bid/Build, and Construction Management at Risk; • Experience with E-Builder Project Management Software.
Skills Preferred
Experience Required • Three (3) years of progressively responsible procurement experience in a related position; • Four (4) years of professional experience in preparation of construction, professional services and technical solicitation documents; • Good knowledge of construction and professional services terminology; • Construction office experience; • Demonstrated experience successfully managing construction procurement processes in a public sector environment; • Knowledge and experience in various project delivery methods such as Design/Build, Design/Bid/Build, and Construction Management at Risk; • Experience with E-Builder Project Management Software.
Experience Preferred
Education Required • Bachelor’s Degree in Public Administration, Business Administration, Construction Management, Procurement or related field; • Professional certification such as Certified Professional Public Buyer (CBBP), Certified Purchasing Professional (CPP);
