Position Description Manages and administers the activities of the water and sewer pipeline design programs to execute the WSSC’s Water Reconstruction, Sewer Reconstruction and Relocation Programs. Work includes management of water and sewer design projects, as well as supervision of Project Managers, Principal Engineers, Senior Engineers and other similar disciplines responsible for the execution of these programs. Develops and implements project management strategic plans and resultant monitoring mechanisms. The position has wide latitude for independent decision making consistent with sound engineering practices. • Supervises employees including selecting or recommending selections, training, assigning and evaluating work, counseling, disciplining, and recommending terminations; • Supervises employees in the review of design plans and specifications; • Manages water and sewer design projects for infrastructure renewal from the inception of project design through the end of project construction; • Manages and approves the design and review of water and sewer relocation projects necessitated by roads and other planned improvements by the State, Counties and Municipalities; and evaluates the impact on existing Commission facilities; • Coordinates water and sewer reconstruction contracts for structural and non-structural renewal of defective and damaged water and sewer mains and laterals; • Determines proper course of action for resolution of planned water distribution and wastewater collection system problems; • Responsible for the formulation and management of Basic Ordering Agreement Contracts and Task Orders required for water and sewer program execution; • Reviews projects for design adequacy, constructability, maintainability, cost effectiveness and environmental impact; • Oversees the acquisition of State, County, Maryland Department of Environment (MDE), Environmental Protection Agency (EPA) and other permits; • Conducts and provides quality control review of consultant designs and reports to ensure good engineering practices are used, and for compliance with WSSC standards; • Identifies resource requirements and activity performance data for the programs and activities of the Section to support budget preparation. • Attends public meetings with state, county and local government agencies, Civic Associations and the public; • Reviews and approves payments for monthly invoices; • Makes recommendations and assists in the formulation of short and long range programs for operational and engineering improvements to the water and wastewater underground infrastructure; • Reviews and evaluates new reconstruction methods, technology, and procedures for application in water and sewer reconstruction; • Manages soil boring contracts; • Maintains records, documents, and correspondence related to assigned water and sewer design projects; • Participates on project teams including management review, reengineering and policy groups; • Develops and maintains the water main rehabilitation database; • Prepares reports and summaries of the Section’s activities; • Provides design services during construction; • Provides technical engineering assistance in solving difficult mainte¬nance problems; • Provides engineering investigations, studies, technical support, and design/construction problem-resolution; • Performs other related duties as assigned.
Skills Required • Comprehensive knowledge of the principles and practices related to pipeline design, repair, rehabilitation and reconstruction of the water and sewer systems; • Ability to conduct analytical, research, and investigative methods to evaluate the water and sewer main systems; • Thorough knowledge of general civil engineering; • Comprehensive knowledge of the principles and practices of civil engineering design; • Extensive knowledge of the principles and practices of project management; • Thorough knowledge of the management of engineering programs, designs, and investigations; • Good knowledge of WSSC and applicable state, county, and municipal standard details, specifications, and regulations; • Ability to manage complex projects, programs and investigations; • Ability to prepare and present complex reports; • Ability to communicate effectively, both orally and in writing; • Ability to apply pipeline design principles to field situations; • Ability to plan, assign, and supervise the work of professional and techni¬cal personnel; • Ability to attain good knowledge and under¬standing of the water and wastewater system throughout a geographical area; knowledge and understanding of hydraulic principles; • Ability to perform profes¬sional and technical research work, give reliable advice on difficult engineering problems and review, prepare and maintain written reports; • Ability to interpret pipeline design plans; • Ability to use good operational and professional engineering judgment; • Ability to instruct others in design techniques and design review; • Ability to deal effectively with consultants, property owners, employees, and the public; • Ability to effectively coordinate efforts with other agencies and internal staff; • Ability to demonstrate team building, leadership and project management skills.
Skills Preferred
Experience Required • 5 years of progressively responsible civil engineering experience, including 3 years of project management experience in water and sewer pipeline design.

Education Required • Bachelor’s degree in Civil, Sanitary or Environmental Engineering;
