Position Description Assist the public at the counter; process forms, permit applications, and plans necessary for the issuance of permits for the Building, Planning and Engineering Divisions; accept applicable fees and complete itemized receipts. Respond to inquiries and provide information related to permit and plan checking, zoning, completeness of information, rights-of-way, utility locations and other related informatio­n; respond to citizen complaints. Receive and review information and building permit applications and related drawings for accuracy, completeness and compliance with established regulations, code requirements, standards and pertinent information; educate customers regarding necessary permits and general code compliance of proposed projects; calculate, collect fees and reconcile daily receipts; categorize permit by type, valuation, census code, assessment and revenue collected; issue approved building permits and inspection cards. Input permit applications and plan check information into the computer; schedule field inspections; may conduct preliminary plan checks. Work with various departments, outside agencies and consultants to process projects and collection of fees. Receive plan check submittals; route plans as appropriate for checking; receive approved plans to calculate fees; inform customers, builders, and developers of plan check status by researching an automated system, logs, and associated files. Prepare and maintain a variety of records on permit applications, plan submittals and approvals; research incomplete files including applicable fees due and new permits issued. Enter and maintain license information and workers' compensation insurance information in the Permit System database. Prepare and issue certificates of occupancy.
Skills Required Ability to: read and interpret rules and regula­tions, and apply them to permit issuance procedures; communicate effectively with contractors, engineers, architects and the general public; perform basic mathematical computations; maintain related files and records; understand and follow verbal and written directions; perform multiple tasks with frequent interruptions and still meet deadlines; meet the public in situations requiring diplomacy and tact; prepare and interpret maps; calculate and convert map scales (may be required for some assignments); communicate effectively both orally and in writing; and establish and maintain cooperative working relationships.
Skills Preferred
Experience Required Two years of permit issuance experience in a municipal Building, Planning, or Engineering Department which required the interpretation and application of rules and regulations, permit issuance, positive public relations and computer utilization.
Experience Preferred
Education Required H.S diploma or equivalent.
Education Preferred College level course work in development technology, drafting, engineering, planning or a closely related field.
