Position Description The Accounting Division of the Washington Suburban Sanitary Commission (WSSC) is seeking a Financial Policy Accountant to document and update their Accounting Policies Manual, and related procedures. The Manual is intended to establish an Accounting Policies Framework for the WSSC. • Establish a high-level electronic Accounting Policies Manual • Develop a framework to expand, refine, and update the Manual • Schedule meetings with process or control owners for discussion of current accounting policies and practices • Review, update, and document already established accounting policies and procedures to ensure alignment with new accounting regulations and changes in the business environment or business processes • Identify and recommend control and process improvements
Skills Required • Excellent verbal and written communication skills, and interpersonal skills • Thorough knowledge of accounting theory, principles and practice and their application to a wide variety of transactions • Technical proficiency in Governmental Accounting Standards Board (GASB) and Financial Accounting Standards Board (FASB) pronouncements and their application • Understanding of COSO principles and internal controls • Prior experience in the establishment of accounting policies and procedures • Knowledge of accounting rules, processes and financial statement disclosure requirements • Demonstrated skills in the preparation of financial statements in accordance with Generally Accepted Accounting Principles (GAAP) • Strong analytical and organizational skills • Highly proficient in the utilization of Microsoft Office Suite including advanced skills in Word and Excel • Knowledge of accounting systems (Oracle General Ledger or equivalent) • Ability to work with minimal supervision • Excellent time management
