Position Description Employment Counselor - Bi-Lingual a plus General Description This position is responsible for assisting clients with identifying appropriate training to re-enter the workforce, provide some career counseling, coordinating funding resources for the training and completing the necessary documentation for the services provided. The position is governed by both the personnel policies and regulations of the County of Morris, the Morris / Sussex / Warren Workforce Development Board, and applicable State and Federal funding sources. Direct Report: This position reports to ETS Coordinator of Operations. Job Responsibilities: • Review client background to determine eligibility as per funding source requirements. • Collect and submit eligibility documentation to ETS Management Information Systems Unit. • Provide clients with assistance in formulating an Employability Development Plan/Individual Service Strategy to improve the client’s chance of gaining paid employment. • Counsel clients on employability skills, job search skills and occupational and career choices to promote self-insight. • Refer clients to supportive services as necessary. • Coordinate with other staff members, community agencies, training institutions and OJT employers in implementing the client’s Employability Development Plan/ Individual Service Strategy. • Review and collect client timesheets for appropriate signatures and approve hours. • Perform group training presentations. • Maintain monthly or more frequent contact, if necessary, with active case load to ensure successful client progress through training and job search to unsubsidized employment. • Provide follow-up assistance as required. • Complete and submit monthly and other reports. • Maintain both electronic and paper files on all clients ensuring confidential, thorough, and accurate documentation of all information. • Conduct recruitment activities such as participating in job fairs, Displaced Workers Response Team Sessions (Client-off meetings), and other activities as may arise from time-to-time. • Represent the Agency at meetings and functions as assigned. • Perform other duties as assigned.

Education Required Qualifications: • A Bachelors Degree in social sciences required including 15 credit hours in vocational guidance or other courses directly related to vocational counseling. • One year related counseling experience. • A Masters Degree in psychology, education, social work, and personnel administration may be substituted for the one year of counseling experience •

Additional Information Primary Location: Newton One-Stop Career Center, Sussex County Valid Driver’s License. Position may require use of personal vehicle.
