Description: Employer Engagement and Contract Manager- Job Description Job Title: Employer Engagement and Contract Manager Reports to: Workforce Development Board (WDB) Director Location: 1 Medical Drive, Parsippany, NJ (If using GPS, enter location as Morris Plains, NJ) Transportation Rqmts: Own Vehicle Hours: 35 Hours/Week General Description The ideal candidate will be an experienced facilitator of business partnerships and a self-starter who thrives on building innovative new relationships with partner organizations to grow their talent pipeline and meet their organization’s hiring objectives. The candidate will have strong relationship building abilities and be a sophisticated communicator with ability to influence decision makers. In addition, individual will ensure consistent development and management of all WDB proposals and contracts, which includes collaboration with the County of Morris Purchasing Office on specific standards for billing and submission, contract negotiations and compliance, and document management. Key Responsibilities • Develop an employer engagement plan/marketing plan in line with MSW WDB performance targets. The plan will include short and long term goals addressing the following: - Securing jobs for customers - Securing work experience placements - Providing employer leads on behalf of the WDB • Engage with local employers through various means of marketing to provide work experience / employment placements that match client skills and experience. • Establish, develop and maintain an in-depth knowledge of local/statewide labor market trends necessary to help shape decisions around training offerings, which occupations or sectors to target, what skills people need and how to design programs. • Work closely with Employment and Training (ETS) staff to understand customer employment/career interests and needs. • Promote ETS services through telemarketing, written communications to employers and by representing the WDB and ETS organizations at appropriate events and forums. • Build and execute social media strategy to market/communicate services. • Work in partnership with local employers, councils (e.g., Chamber of Commerce, Economic Development), NJ Dept of Labor/Workforce Development staff (Employment Services, Business Services, Talent Networks, etc.), Community Colleges and other local partners to ensure essential information is identified, shared and job matching opportunities are addressed to achieve positive One-Stop Career Center customer outcomes. • Engage in workforce sector/industry partnerships that aim to meet the needs of employer and workers. • Offer ongoing employer support, including other service offerings (e.g., On-the-Job Training contracts). • Maintain effective and efficient administrative procedures producing appropriate records and reports as required. • Utilize business services database to track employer outreach and employment leads. • Participate in training and appropriate development as identified. • Oversee organizational contract development and management activities and enforce organizational principles of integrity and compliance. • Develop standards for contracts, including presentation of budget, payment terms, general language and provisions. • Perform appropriate administrative and operational research to support proposal and contract development. • Conduct contract strategy meetings to identify issues and client requirements, facilitate pricing discussions and obtain senior management input on timelines and deliverables. • Draft contractual provisions based on strategy discussions. • Develop annual vendor monitoring schedule. • Distribute monitoring reports internally and to vendors. • Identify corrective actions and follow-up with training vendors to ensure implementation of recommendations and corrective actions. • A proactive approach, with the ability to use initiative in dealing with issues, as well as a flexible approach to work, ability to multi-task, and meeting the needs of key internal and external stakeholders. • Ability to promote/sell One-Stop Career Center services to prospective employers. • Knowledge of recruitment and training services • Experience in applying organizational standards when developing requests for proposals, negotiating terms and drafting contracts.
