Principal Civil Engineer - Condition Assessment (

Position Description: • Leads professional engineers, other engineering personnel, and administrative personnel, conducts or leads the development and completion of a variety of large, complex projects with a focus on water pipeline condition assessment, inspection and monitoring. • Leads the preparation of plans, reviews and/or prepares plans, specifications, cost estimates and contract documents for condition assessment; reviews consultants’ and contractors’ submittals. • Participates in the formulation of water pipeline infrastructure monitoring projects/programs; • Plans, organizes and oversees a wide range of multi-disciplinary, multi-faceted engineering activities. • Assists Unit Coordinator with the oversight of multi-year programs such as Pre-stressed Concrete Cylinder Pipe (PCCP) Inspection and Condition Assessment Program. • Performs project management of various infrastructure inspection and condition assessment projects. • Contributes in preparation of technical engineering reports and helps coordinate specialized investigations with other departments. • Researches new methods, technology and procedures for analyzing and rehabilitating the water main system. • Assists in the investigation of water distribution and transmission mains deficiencies.

Skills Required: Comprehensive knowledge of the principles and practices of civil engineering especially water and wastewater utilities. Knowledge of utility asset management principles. Considerable knowledge of water design of all pipe sizes (including larger than 36” diameter), industry standards and practices, and municipal public works planning, design, and administration. Knowledge of hydraulic modeling and transient pressures to analyze pipe networks. Proficient in the following areas: hydraulic principles including friction head loss, pipe roughness, energy and hydraulic grade lines, pipe network system, hydraulic equations; Ability to plan and direct the work of professional engineers, other engineering personnel and administrative personnel; Ability to work well, effectively and lead in a team; ability to work well independently without detailed instructions and guidance. Good computer skills (e.g., word processing, spreadsheet, database, computer aided drafting and design, scheduling software and Geographical Information System (GIS)).

Experience Required: • Professional Engineer registration in the State of Maryland; • 5 years of experience in managing water pipeline projects including, water design of all pipe sizes, including larger than 36” diameter water pipelines. • 3 years of civil engineering experience in hydraulic analyses of water systems. • 1 year of experience in planning, managing and directing engineering projects.• 7 years of civil engineering experience; • Good working knowledge and user proficiency in the use of ESRI Arc/INFO GIS software package.

Education Required: • Bachelor's degree in Civil, Sanitary or Environmental Engineering • Holder or the ability to obtain CPR, First Aid and Confined Space Entry certifications. • Possession of a valid driver's license and ability to obtain a WSSC driver's permit.
