Project Manager/Privacy Analyst

HMS Technologies is seeking a Project Manager with significant federal government IT privacy qualifications to lead a project supporting IT Privacy Threshold Analyses and Privacy Impact Assessments in support of our nation’s Veterans.
This position will work on the client site in Washington, DC, splitting time between Project Management duties and privacy analysis team member duties. This position will be managing and participating in a team of IT professionals who review Privacy Threshold Analyses and Privacy Impact Assessments to verify compliance with the E-Government Act of 2002, NIST SP800-53, NIST SP800-60, and applicable OMB guidance. In addition, the team will conduct training on PTA/PIA for government stakeholders, and support the annual OIG FISCAM/FISMA audit cycle. The candidate must have experience with PTA/PIA. The candidate must have Task Lead experience and excellent communications skills. Must have proven experience and success in leading IT privacy or security teams handling highly sensitive information.
To be successful in this role you will need to:
  • Be accountable for overall delivery of all aspects of the contract and deliverables
  • Have experience performing and reviewing PTAs and PIAs
  • Have experience developing training materials and courses, and conducting training
  • Have experience leading IT privacy or security teams
  • Be responsible for all resource management activity
  • Be responsible for overall project management, scheduling, and performance
  • Escalate issues and risks to the attention of Government stakeholders and HMS corporate leadership
  • Build a relationship with the Government Stakeholders through daily communications
  • Ensure progress of the schedule and related tasks
  • Understand and assess team velocity and estimating for tasks
  • Create and implement a detailed plan to ensure overall project health and success
  • Work with and guide your project leadership to ensure all responsibilities are assigned and owners are performing
  • Lead team meetings to track progress, risks, and issues
  • Lead client-facing meetings to provide information on activities, current state, and future plans
  • Establish metrics for evaluating progress
  • Ensure team is following all procedures defined by the contract and is on track to meet all deliverables
  • Interact with the client to anticipate needs and provide solutions
  • Display excellent written and verbal communication skills in the English language
  • Assume all staffing duties of team members in accordance with HMS policy and practices
  • Track costs for all personnel, both HMS team members and subcontractors
  • Manage relationships with subcontract partners
  • Help to identify opportunities for growth of HMS and participate in activities to secure new business
Basic Qualifications:
  • Bachelor’s Degree (or 8 years of relevant experience as a substitute)
  • Minimum of 5 years’ relevant experience
  • PMP or Prince2 certification
  • Public Trust Clearance or the ability to obtain a clearance
Desired Qualifications
  • Experience working in VA or other Government agency
  • CIPP or CISSP certification
