Summary of essential job functions
HMS TECHNOLOGIES, INC. is looking for a Project Management Professional (PMP®) certified Project Managers to support the planning, design, development and implementation of various USPTO system development and infrastructure projects. As projects are executed within the functional areas of OCIO offices, these certified Project Managers shall provide dedicated support to OCIO Offices and/or Divisions to handle the associated workload of project assignments. This resource will assist the assigned Office and/or Division Director and interact with management, business owners, technologists, developers and operation teams, and shall provide Project Management expertise in the resolution of complex technical and non-technical issues with team members. This resource will document all aspects of the project in accordance with USPTO's established and documented SDLC, Project Management Guide, financial planning and execution guidelines and will be supported by a rich and fully-established Project Management support website and scheduling system. The Project Manager will collaborate with assigned Government Project Management Leads and Government Program Managers in understanding and coordinating the project for which they provide support with other ongoing and related projects; existing systems/infrastructures and other initiatives identified within the USPTO. The Project Manager will prepare and present to the assigned Office and/or Division Directors, various project plans, technical designs, plans, and solutions, risk and issue reports, associated mitigation plans, and resource summaries as requested by USPTO decision makers and stakeholders associated with the assigned project.
 
To be successful in this role you will need to be experienced in:
  • Microsoft Project Server 2010 & 2013 (MS Project Professional, SharePoint)
  • Software Development Project Management
  • Agile Development Methodologies to include experience managing project(s) in accordance with the Agile Scrum framework
Basic Qualifications:
  • BS/BA degree (required)
  • Strong facilitation and cross-functional team facilitation skills
  • Strong written and oral communication skills
  • Public Trust Clearance or the ability to obtain a clearance
  • Expertise in the management and control of funds and resources
  • Ability to provide guidance and direction to staff of different skills and seniority
  • Leading and integrating elements of complex projects to achieve desired results by setting strategically aligned goals
  • Expert user of Microsoft Office 2010 (Excel, Word, PowerPoint)
 
 
Desired Qualifications
  • Planning, technical architecture, design and development of complex systems
  • Software and system development methodologies such as SCRUM
  • Hardware, network and other infrastructure technologies as identified
  • Cloud solutions including service, delivery and deployment models in commercial, private and public cloud environments
  • COTS and open source analysis and selection
  • Bridging the business aspects and the technical aspects of delivering complex systems including the ability to productively interact with resistant and/or change adverse stakeholders.
