Summary of essential job functions
Seeking a Program Analyst to provide consulting services for our federal government client.  The client is located in Windsor Mill, Maryland. The ideal candidate must be able to work a flex schedule, providing a combination of on-site and remote support. The position is a mid-level consulting position that will provide consulting services for a Program Management Office (PMO) specific to supporting an ITaaS Client office with their business operations transformation to an Agile environment. The Program Analyst will work within a PMI framework, implementing Agile Methodology, to provide support services to meet the client's transformation initiatives. The qualified candidate will examine the current state of the client's PMO with the expectations to provide expert level assistance with SME expertise in transforming the organization's PMO to implement a high functioning Program Management Office that supports an ITaaS environment using Agile Methodology as their base for the transformation. This role requires of PMO, ITaaS and ITIL with a proven work history of implementing Agile Methodology.
 
To be successful in this role you will need to:
  • Providing mid-level Program analysis consulting support
  • Provide support technical and PMO support to assist with the organizational transformation
  • Provide support with Agile Methodology transformation
  • Provide general project support to the PM and Task Leads as needed
  • Supporting the organization's initiatives to be an Agile ITaaS environment
  • Collaborate and interface with senior client stakeholders to gather data, perform analysis, review results and recommendations, and obtain approvals
·        Participate as a team member in defining, applying and implementing tools / dashboards and processes, using industry best practices, to track program, project, or task performance data, including cost, schedule, and performance data
·        Assist with guiding our client works and increase organizational agility for innovation, helping to adjust the implementation of Agile within their organization
  • Provide meeting planning and facilitation, including project team meetings, document reviews, and client-driven meetings to gather data for analysis and review recommendations for approval
  • An understanding of contracts management
  • Coordinate and monitor timely and effective completion of actions items and tasks
·        Work in a collaborative effort with consulting teams support the client
 
Basic Qualifications:
  • BS/BA degree (required)
  • 5 years' experience providing consulting to federal agencies
  • Public Trust Clearance or the ability to obtain a clearance
  • Experience using Microsoft Office Suite, inclusive of MS Project or other Scheduling Tool
·        Strong interpersonal, client-facing skills with experience interfacing government officials
  • Strong interpersonal, oral / written communication skills
  • Strong collaborative, team building critical thinking skills
·        Proven work history of implementing or leading Agile Methodology
·        Proven work history working within a PMO governance structure supporting a government program office
·        Understanding of ITIL Foundations
·        Understanding of Agile Methodology
·        Self-starter, ability to take the lead on tasks
 
 
Desired Qualifications
  • Complete understanding of Agile Methodology
  • Ability to implement Agile Principles on an organizational level while providing support from a technical and PMO perspective
·        Proven work history and experience in the use and application of Atlassian JIRA (Includes both Confluence and Core would be very helpful)
·        Prefer the following certifications: Will better support the 2-prong approach from a technical perspective while we build a high functioning PMO
o   PMP or at least 5 years work history working within a PMO frameworks
o   ITaaS
o    ITIL
o   Agile – Scrum Master
