Summary of essential job functions:
Seeking an experienced subject matter expert in the implementation of Program Management Office (PMO) governance structures and agile frameworks in large government organizations. The qualified candidate will be directly responsible for assessing the government organization's current PMO in terms of structure, processes and efficiency against industry best practices, identifying gaps and areas of improvement, and making recommendations on a "to-be” structure, processes and implementation.

We are looking for an agile practitioner with demonstrated experience leading agile transformations for large government organizations, proficient in all topics involving Agile and expert at coaching in those subjects in order to build highly performing agile teams and organizations.

To be successful in this role you will need to:
  • Responsible for shepherding teams who are new to Agile and influencing leadership to support organization change.
  • Proactively manage scope, actions, issues and risks to ensure project success
  • Collaborate and interface with senior client stakeholders to gather data, perform analysis, review results and recommendations, and obtain approvals
  • Lead team in defining, applying and implementing tools / dashboards and processes, using industry best practices, to track program, project, or task performance data, including cost, schedule, and performance data
  • Disrupt the way government organizations work and increase organizational agility for innovation, helping our clients scale agile in their organization is key to succeed at this
  • Provide management and advisory support to the government in its evolution to implement the recommended changes in its governance structure and associated processes and tools
  • Provide management support to the program, including strategic planning, preparing reports and responses to senior leadership on program performance, and supporting risk management and reporting
  • Provide meeting planning and facilitation, including project team meetings, document reviews, and client-driven meetings to gather data for analysis and review recommendations for approval. Prepare meeting minutes and tracking action items
  • Coordinate and monitor timely and effective completion of actions items and tasks
  • Engage with consulting teams as a "do-er” and actively problem solve, create content, and facilitate trainings as required to best serve our clients

Basic Qualifications:
  • Bachelor's degree in Engineering, Business or related technical discipline
  • 10 years' experience working in CMS, HHS Op/Devs, VA or Department of Defense (DoD) environment
  • Experience working within a PMO governance structure organization supporting a government program office
  • Experience participating or leading Agile projects
  • Experience in the use and application of Atlassian JIRA
  • PMP or PgMP certification a plus
  • Agile or SAFe certifications a plus

Required Skills:
  • Strong interpersonal and client-facing skills with experience interfacing senior government officials
  • Experience with PMO frameworks, such as PMI, Scaled Agile Framework (SAFe) and IT as a Service (ITaaS)
  • Experience with leading Agile projects using an Agile Framework, including Scrum, Kanban, Extreme, or SAFe
  • Strong oral and written communication skills
  • Strong collaborative problem solver
  • Experience coaching and training individuals and teams in Agile concepts and practices
  • Experience in performing as-is and to-be analyses, particularly related to organizational structures
  • Knowledge and experience in cloud computing and application development
  • Experience assisting in the development of project plans and developing and presenting briefings on project status to program leadership
  • Strong collaborative problem solver

Agile Support:
  • Design and facilitate Agile adoption strategy in Operations/Support functions, this includes every stage of adoption, from the introduction of agile and team education, to fostering teams and cultures that practice agile, to sustaining agile methodologies and continually offering strategies for improvement
  • Educate and train teams/leadership on agile values and principles, providing skills and tools for implementing the practices in respective area of work
  • Mentor and guide teams in agile principles and practices providing feedback and means of improvement, catalyzing organizational growth and answering questions
  • Help identify organizational impediments to successful Agile adoption and work with leaders to create effective strategies to overcome them
  • Works with the organization to develop a team culture of self-organization and accountability
  • Use techniques that increase collaboration, predictability, transparency and promote a culture of experimentation and innovation.

Responsibilities:
  • Coach various development teams as they start their agile journey
  • Help teams mobilize, plan and operate during initial sprints
  • Train teams on relevant agile concepts tailored to their needs
  • Provide continuous guidance on agile practices, roles and responsibilities, tools and techniques
  • Perform regular monitoring and suggest necessary course corrections
  • Answer practical questions to help team members put their agile training into action
  • Act as change agents, motivating and helping making change happen
  • Work alongside other competencies to improve the overall Agile process across all projects
