Overview:
This project will be focused on the deployment and implementation efforts for the VLER Health Exchange, Direct Secure Messaging and Blue Button Download projects in designated rural and very rural VA Medical Centers (VAMCs). Efforts will include community outreach, coordination, analysis, and reporting.

Responsibilities:
Provide the support services necessary for the successful deployment and implementation of Exchange, Direct, Blue Button Download, and support programs to include community outreach, project coordination, analysis of shared data, analysis of project status, and reporting of Exchange, Direct, and Blue Button Download issues to the VA Program Manager (PMs) at a rural health VA Medical Center (VAMC) designated by the VHA Office of Rural Health.
  • Cultivate and maintain strong comprehension of the technologies used by the Department of Veterans Affairs (VA) for sharing patient health information at the VA Medical Center(s), to include VA's Exchange (Veteran Lifetime Electronic Health Record), Direct Messaging, and VA's Blue Button Download.
  • Provide Exchange support, to include reinforcing previous implementation education, supporting and reporting on the status of the existing Exchange activities and issues, continued data validation, as well as the status of the related software applications (VistAWeb and Veterans Authorizations and Preferences (VAP) and Direct web portal) used in the exchange process.
  • Lead and coordinate the deployment in a specified VAMC as the main point of contact (POC) when interfacing with stakeholders supporting VAMC clinicians and CBOCs interested in implementing Veteran health data exchange in the specified VLER Health Community. A partner is defined as a healthcare system or health information exchange organization.
  • Participate in an estimated two (2) to five (5) conference call meetings per week with VLER Health, VAMC and provide meeting minutes to the RHCC Lead.
  • Provide on‐site training for Veterans and VAMC clinicians on the benefits of using VHIE Exchange, Direct Secure messaging, and Blue Button Download at VA Medical Center (VAMCs) across the US deemed rural by the Office of Rural Health.
  • Provide remote training via telephone, face to face meeting or virtual training, when a new VA Medical Center is added to a community.
  • Educate Veterans on the benefits of using VHIE Exchange, Direct Secure Messaging, and Blue Button Download at VA Medical Center (VAMCs) across the US deemed rural by the Office of Rural Health.
  • Obtain signed authorizations and support their processing.
  • Coordinate, influence and assist local teams which support the Veteran Health Data Exchange.
  • Provide communications support at each new and existing health data exchange community for VLER Health.
  • Meeting milestones for each new and existing Health Data exchange community and tracking progress toward those milestones based on participation in all local activities, including contacts with healthcare partners and Community-Based Outpatient Clinics (CBOCs).
  • Analyze readiness for each new health exchange community partner and work with health data exchange community participants and stakeholders to refine the findings and formulate proposals for VLER Health deployment local initiatives.
  • Analyze and document, for each health data exchange community and the medical center, the business processes used for the release of patient information, patient identity management, information security, patient consent, and patient clinic visits.
Required Skills and Experience:
  • Associates Degree or 2 (two) Year Technical School with a Business discipline; 4 (four) years of additional relevant experience may be considered in lieu of education; AND
  • Must possess excellent oral and written communication skills.
  • Ability to work effectively with organizations of various sizes and complexity.
  • Experience working in a health care system; understanding of technical requirements for health information exchange between private and public sector partners; base understanding of data exchange processes and protocols.
  • Experience with Veterans Authorization Preferences (VAP), VistA Web and Direct Web Portal.
  • Experience with DoD and/or VA software development methodologies.
  • Experience developing education and marketing materials.
  • Ability to develop focused communications for a variety of audiences.
  • Ability to communicate with various stakeholders and partners.
  • Ability to use software tools to train virtually (Microsoft (MS) LYNC) and face to face.
  • Ability to conduct virtual training sessions with outlying staff.
  • Ability to assist clinician end users on VistA Web and JLV.
  • Basic Knowledge of social media products like Twitter, Facebook, and other software.
Desired/Preferred Skills and Experience:
  • Government agency contracting experience; VA preferred (VHA/VBA).
