Position Summary:
Commissioning Agent will provide services at the Redstone Arsenal in collaboration with TVA and the UESC team. Technical expertise of energy conservation measures (ECM) and capabilities to evaluate the ECMs is of particular focus for this agent. Working closely with the Energy and Power Solutions team as data analytics tools are developed is an important requirement of this position. The quality of services provided is critical to satisfying the deliverables to the customer, and this position will be responsible for this. Support services shall include regular conference calls with the customer, project reporting to the customer and internal teams, and business development in similar spaces.

Position Responsibilties:
  • The Commissioning Agent shall be responsible for all ECMs, and systems to be commissioned, except for lighting and lighting controls.
  • Review detailed energy study and scope of project. Review construction documents.'
  • Prepare commissioning specification section 01 91 13 General Commissioning Requirements for inclusion in the construction documents for all ECMs to be commissioned.
  • Prepare Preliminary Commissioning Plans for the commissioning of the ECMs in each facility. Preliminary plan shall be submitted to customer for review.
  • Organize and hold a Commissioning Scoping Meeting with the design and construction teams to prepare for and coordinate on the scope, tasks, and responsibilities for implementing the Commissioning Plans.
  • Prepare Design Intent Summary Report, which establishes the operational performance expectations, for the ECM equipment, systems, and commissioning function.
  • Perform site observations every other week of no more than 2 days per week at times to be aligned with Functional Performance Tests with durations extended as necessary.
  • Please consider the possibility of making trips as needed to the site.
  • Develop Pre-Functional Checklists and Functional Performance Test Plans for all ECM equipment and systems being commissioned and distribute to the installing sub-contractors for completion.
  • The checklists and testing plans will verify the physical installation and condition of each ECM.. The physical location, operational status, nameplate data, and general condition of new HVAC equipment and components added or retrofit will be verified during the inspection.
  • Conduct Functional Performance Tests to verify the intended operation of ECM equipment and systems under various conditions and modes of operation.
  • Prepare Deficiency Reports, as appropriate, based on results from Pre- Functional Checklist implementation, Functional Performance Testing, and short-term diagnostic testing. These reports present details of the components found non-compliant, and present the adjustments or changes needed to correct the system.
  • The Commissioning Agent shall track the status of all punch list items to assure proper corrective actions have been taken which are the contractor's responsibilities. If corrective action is outside the scope of the contract, it will be listed as an owner action. Review TAB Report and TAB verification
  • Track issues to resolution and maintain issue log
  • Review As-built information provided by the contractor
  • Review the O&M documentation and training material
  • Assist in organizing the training (no participation in actual training)
  • Provide final commissioning report
  • Seasonal/deferred testing as required
  • Support contractor's troubleshooting
Position Requirements:
  • Bachelor's Degree in Engineering, Building Sciences, or Environmental Studies.Seeking 5+ years' experience in commissioning
  • Must be a U.S. Citizen and be eligible for a Secret Security Clearance
  • Knowledge of a broad range of project management and energy efficiency topics.
  • ASHRAE or equivalent Commissioning certifications
  • Communicate effectively, orally and in writing; and maintain good working relations.Must have valid state driver's license with an acceptable driving record
  • Pass any background checks and/or drug testing required by contract.
  • Ability to obtain and maintain a Common Access Card (CAC)
