Project Description
  • The Consolidated Audit Trail (CAT) is driven by SEC Rule 613 that seeks to track orders throughout their life cycle (orders, routes, executions, allocations) as well as identify the broker dealers and customers who are involved in these transactions.
  • Via the CAT implementation a central data repository will be built to house the world's largest data collection of securities transactions (@58 billion records per day). The data in this repository will be used by Regulators to carry out their surveillance activities.
  • The CAT will impact about 2,000 firms and 19 Self-Regulatory Organizations (SROs).
  • Once the CAT is live and in stable mode, the longer-term plan is to decommission existing regulatory reporting such as OATS and Electronic Blue Sheets (EBS).

Job Description
This role for a PMO/BA resource to assist the Project Manager in project management activities as well as take on assigned business analysis responsibilities. The resource will report to the CAT Project Manager within Regulatory IT.

Provide support to the Project Manager with PMO duties as well as in-depth business analysis of assigned topics.

PMO Responsibilities
  • Maintain an integrated project plan with timely updates
  • Track progress and report on assigned action items
  • Update program status and generate status reports
  • Ensure the project document repository is maintained and up-to-date
  • Track and manage risks and issues
  • Organize/Lead meetings (Project team, Op/Steer Co, Ad-hoc); record and distribute minutes in a timely manner
  • Prepare and deliver presentations on the project
  • Update project financials through the life of the project
  • Document and track change requests that arise during the project
  • Coordination across different teams (IT, Operations, Compliance etc.)
  • Assist with other project administrative tasks such as maintaining project roster and vacation schedules

Business Analysis Responsibilities
  • The CAT implementation requires an accurate matching of trading activity and business scenarios to the CAT reporting requirements. Together with the Project Manager, this resource will be expected to take on business analysis and documentation responsibilities. As such, business analysis experience, a good understanding of trading flows (equities and options), as well as familiarity with regulatory reporting such as OATS (Order Audit Trail) is indispensable.

  • Bachelor's degree.
  • Experience working as PM/BA in an investment bank/broker-dealer.
  • Strong knowledge of equity and options trading flows, particularly from a front office perspective. Understanding of order life cycles is critical to this project.
  • Experience in working with transactional regulatory reporting topics.
  • Competency in Microsoft Excel, Word, Visio, PowerPoint, MS Project and SharePoint.
  • Strong organizational skills and communication skills.
  • Must be able to communicate project status effectively to C suite level management.
