SUMMARY of the FUNCTION/Role
The IT Strategy & Program Management Office division of the CLIENT IT Department is seeking one (1) temporary consultant to serve as an onsite and/or telecommuting in the role of Business/System Analyst to perform business and system analysis; develop specifications and necessary documentation in compliance with CLIENT standards and procedures and to assist in configuring, testing systems to deliver the technology solution to the CLIENT businesses.

The selected candidate will be working with but not limited to one CLIENT IT business unit for its enterprise asset management projects. The purpose and goal of EAM projects is to deliver technical solutions to address enterprise-wide asset management needs.

Please note that CLIENT IT is reserving the right to request the selected candidate for a short-term furlough during the employment period if applicable.

RESPONSIBILITIES
  • Assist the PMO with overall Business and System Analysis for technology related initiatives.
    1. Perform analysis of business processes, business and system requirements and system design for the development and configuration of software applications that support CLIENT business requirements
    2. Employ structured modeling techniques and tools to describe business functions, processes, information and technology designs
    3. Define, design and author project business, functional and technical requirements
    4. Provides references for users by writing and maintaining user documentation; providing help desk support; training users
    5. Prepares technical reports by collecting, analyzing, and summarizing information and trends
    6. Develop and maintain technical and standard documentation for program development activity in a timely and high quality manner
    7. Maintains system protocols by writing and updating procedures
    8. Develop and maintain of system and functional test plans that adequately test the defined requirements and functions
    9. Document As-Is and To-Be process flows for existing and future systems
    10. Coordinate and facilitate meetings such as business process reviews, requirements, and various status reports
  • Adhere to a Standard Project Development Life Cycle approach
    1. Develop and support critical project documentation throughout the project life cycle, from Initiation and Requirements stages through Design, Development, Test, Implementation and Closeout. This includes but is not limited to As-Is and To-Be process flows, Requirements Documentation, Test Plans, Implementation Plan, User Manuals, Training Materials, Transition Documentation, etc.
    2. Perform data analysis and producing the analysis result reports as applicable
    3. Support system integration testing, UAT, and implementation cutover testing
    4. Support transfer to Operations & Maintenance Groups and Change Management control processes


Qualifications EXPERIENCE & eDUCATION
  • Minimum of 10 years' experience in IT Requirements/ Business/System Analyst role
  • Detailed understanding of, and experience with, all ITIL processes
  • Excellent oral, written and presentation communication skills
  • Minimum of 2-3 years' working knowledge in Railroad and/or Bus operation
  • Minimum of 2-3 years' hands-on experience with Infor-EAM (Enterprise Asset Management), and/or one of the Bentley product tools (InspectTech, Optram, and APM)
  • Strong analytical and problem solving skills
  • Ability to effectively prioritize and execute in a high-pressure environment
  • Ability to independently set priorities and meet deadlines in a fast-paced environment; a self-starter
  • Excellent inter-personal skills including the ability to work with individuals at all levels of the organization
  • Proficiency with Microsoft SharePoint version 2010 and higher
  • Proficiency with Microsoft Visio for flow charts/process flows version 2003 and higher
