Global Financial Firm located in New York, NY has an immediate contract for an experienced Project Manager/BA

Responsibilities of the COO unit Project Manager:
The COO Senior Project Manager will be responsible for working collaboratively through all phases of the project life-cycle for both operational and IT-driven projects within the PMO governance framework.  The Sponsorship activities will have to be done in close liaison with GFS Paris and Group Compliance Services / Project management.  The PM recognizes how corporate culture impacts the success of the project; knows how to use organization to achieve objectives.
The COO unit will be in charge, in liaison with GFS-US CEO and with all the GSF-US managers, of the sponsorship activities on the International Sanctions Group Tools' (namely SHINE, REGLISS, Vigilance …), such as:
  • The definition of the Group urbanization principles for International Sanctions Tools' information frameworks ;
  • The identification of the needs in line with the strategic objectives ;
  • The decision for the new projects to be launched and the regular follow-up of projects ;
  • The validation of the key milestones (framework, initialization note, functional specifications, user acceptance); the orientations and priorities of the projects;
  • The parameterization of the tools (Rank, …) in line with defined standards
Project governance:
The COO PM will assist the Head of the PMO managing the relationship with the business lines via an established governance framework by:
  • Ensuring that project status, issues and successes are communicated to project team, stakeholders, sponsors, steering committee and all levels of management and documented appropriately
  • Work collaboratively, communicating with all Stakeholders throughout project lifecycle
  • Setting joint objectives, priorities and action plans.
  • Following up on commitments and periodically report on project progress, operations statistics, cost allocations and other agreed topics
  • Undertaking continual adjustments with stakeholders in a persuasive manner, to keep the project on course, by use of positive win/win negotiation.
  • Performing periodic reassessment of project progress / project re-baselining
  • Developing project planning, inclusive of tasks, milestones and cost estimates
  • Allocating resources
  • Assessing project risks and tracks issues
  • Identifies common themes, makes inferences and draws conclusions
  • Understanding how and when to make a choice; how and when to escalate issues to higher levels
Preliminary Phase
  • Participate in understanding business needs and in devising a solution that will optimize efficiency
  • Work collaborative with the GFS-US department heads, counterparts in GFS-Paris, and IT teams
  • Assess project resource requirements
Elaboration Phase
  • Collaborate with IT and Business teams (Application Support and Development) on IT projects for the business requirement, overseeing the draft of documents
  • Exert strong influencing skills to impact choices on immediate and long-term directions.
Construction Phase
  • Liaise with IT to clarify requirements, review IST results and mitigate issues
Transition Phase
  • Oversee/monitor the functional testing phase (i.e. User Acceptance Test) of production system enhancements / new functionalities / other
  • Drive change management and support Operations teams during deployment / transition phases
  • Ensure that GFS-US management signs off on the UAT
  • Mobilize user training to support system enhancements / deployment of new functionalities
  • Coordinate and communicate throughout Go-Live/implementation
Business Analysis Sanctions Compliance Responsibilities:
The COO Senior Business Analyst will collaborate on various projects and be responsible for reviewing current business lines setup in regards to transaction filtering flows (payment instruction and payment messages), as well as customer static data screening, assess identified potential gaps against regulatory requirements and internal bank policies, contribute to the validation process under the governance of Norms and Policies department.
  • Fluent French strongly preferred
  • 7+ years' experience in the management of large projects
  • Strong understanding of the banking industry and organizational challenges
  • Compliance background is definitely a plus FO/MO/BO banking experience is relevant
  • Knowledge of the bank's operation in general
  • Undergraduate degree with a preferred emphasis in project/program management, information technology or business management.  Graduate degree a plus.

  • Experience with banking applications (e.g. filtering, compliance and cash management / payment applications)
  • PMI/PMP or other project management certification(s) is a plus
  • Outstanding grasp of information technology concepts and processes
