Program Manager-E-Rate Sales Support

Overall Purpose: Responsible for all aspects of technical project and program management. Roles & Responsibilities: 1) Manage high value long term strategic projects that involve newand/or enhancing technology, are highly complex, and require tight coordination and integration with multiple organizations and suppliers. 2) Provides overall direction and technical or analytical guidance to project and program teams that typically span multiple organizations and may also include outside suppliers/vendors. 3) Leads large cross functional teams to manage programs within allotted timeline and budget. 4) Work with external vendors and internal stakeholders to champion program/project(s) across the entire organization. 5) Develops detailed work plans, schedules, estimates, resource plans, and status reports. 6) Leads program meetings and is responsible for program tracking and analysis. 7) Ensure adherences to quality standards and reviews program/project deliverables. 8) Manages the integration of vendor tasks and tracks and reviews vendor deliverables. Provides technical and analytical guidance to project team.
Request for contractors to fulfill a temporary Staff Supplemental (SS) role. These former client employees/retirees will bring exceptional E-rate experience and very strong product and systems knowledge. Responsibilities will include helping sellers and/or responding to mandatory 1G Internet Access request including opportunity identification, Pre-Sales process monitoring and RIM compliance support. Contractors will review all E-Rate 1G Internet Access requests and track through the 470 Bid response. The contractors will "take ownership” of the merger requirements process including reviewing/qualifying form 470's opportunities, response reminders, Sales notification, ECAP and Special Construction process monitoring and escalations for responses.

Expansion of the merger requirements (client) process will require familiarity with:
• E-Rate Sales Processes (Specific to Ethernet 1G on 1G or 1G on 10G)
• Pre-and-Post Tools including: Funds for Learning, ROME, ICB-PS, IGLOO, E-Rate CDT, and ECAP
• Steps to identify CLLI codes

The contractor support goal is to care for the 1G Internet Access response requirements to give Sales more time to focus issuing pricing, proposals, contracting, closing sales, compliance document retention (RIM), creating Service Orders (SORs), FANs, first bill reviews, etc. The Contractors mission will be to provide the Sales process support needed to allow more focus on responses for strategic products, with an emphasis on Ethernet and IP Based services (including ASE, GigaMan, Opteman, and eaMIS, MIS, AVPN, IP Flex & VDNA) to stimulate revenue growth.
