The manager is looking for candidates with Legislative experience in researching and analyzing legislation, strategic research on Congress Representatives, and composing written testimony for presentation to Congress.

The person in this position will be crafting, developing, and maintaining collateral on private sector retirement security legislation for state legislatures, intergovernmental organizations and state offices.

Consultation shall include but not be limited to the following areas: review and analysis of legislation and regulation; development of testimony, drafting fact sheets and other written materials, tele-town halls, webinars and other related material; and small business, chambers of commerce, and communities of color outreach. There will also be public speaking engagements and the Specialist should be very comfortable in that setting.


The Legislative Specialist should have strong project management skills, and will act as a liaison internally and externally. The specialist will respond orally or in writing to state legislative, state office and staff inquiries. The LS conducts a broad array of strategic research of legislators, policymakers, legislation, public policy, and current events affecting people 50 and older to keep management and legislative staff current on the development and status of relevant issues and what individuals or organizations are proposing new or changed legislation or regulations. The Legislative Specialist assists with management of oversight and tracking on contracts with outside vendors and in-house survey research. Upon request, the LS will attend and provide assistance to meetings and planning sessions and will also upon request travel, including travel to meetings and state offices, to provide assistance.

Additional Job Details:The Legislative Specialist may perform all or a significant combination of the duties described below depending upon specific assignments. 1. Assists management in crafting communications to legislators, intergovernmental organizations, and state offices by providing written contributions to testimony and drafting talking points, fact sheets, letters, memoranda, and other documents as needed. 2. Identifies internal and external constituencies that may be deployed in support of policy objectives. Recommends potential tactics for reaching such constituencies and, at supervisor's request, contacts and cultivates relationships with such constituencies. 3. Acts as a liaison with other departments to support departmental responsibilities, particularly regarding polling, research and social media. 4. Serves as point of contact for status updates on department activities. Participates in meetings of in-house working groups and external partners.

5. Serves as project manager of internal and external contracts, as assigned by management. 6. Assists management in the development of projects and on-going relationships with intergovernmental organizations, such as NGA and NCSL. 7. Responds to telephone and written inquiries from diverse sources (legislative offices, members, staff, and other organizations) utilizing substantive knowledge of issues, legislative process, and policy. Alerts management and more senior legislative staff to issues or problems requiring attention. 8. Researches and analyzes legislation and regulatory proposals for conformity with policy objectives. 9. Conducts a broad array of strategic research on legislators, policymakers, legislation, public policy, and current events affecting older persons to inform legislative staff regarding issue status and development. 10. Reviews legislative and industry publications (print and electronic). Attends briefings and conferences. 11. Tracks bill status, committee activity, and news coverage and reports relevant information to legislative staff. 12. Demonstrates Leadership Behaviors and attributes in all interactions.
