We are seeking an HR Manager (Compliance & Policies) who will work in close collaboration with the General Secretary and HR leadership teams of the organization to support the attainment of Clients's ambitions for North America on all matters related to OFCCP compliance, Affirmative Action, and Equal Employment Opportunity. He/She will also be responsible for evaluating HR policies, programs, and practices and driving recommendations for harmonization, improvement and increased compliance across the zone.

The Manager, HR Compliance & Policies will assist the Director HR Compliance, Policies & Mobility in designing and executing an annual HR Compliance Project Plan.


HR Compliance

a. Serves as the HR subject matter expert on all matters related to OFCCP compliance, Affirmative Action, and Equal Employment Opportunity
b. Develops process and coordinates efforts across multiple locations to ensure accurate and timely filing of EEO-1 and Vets 4212 reports.
c. Prepare responses to state and or other surveys related to company EEO/AA efforts
d. Work with team members, properties, and external vendor to ensure the collection and analyses of appropriate data in to prepare affirmative action plans and submissions to OFCCP
e. Drives yearly creation and management of Affirmative Action (AA) plan
f. Support the design and execution of effective processes to monitor compliance with the equal employment and affirmative action obligations under applicable law

• Responsible for identifying and preparing recommendations to address compliance risk with required federal, state and local employment-related notices/postings, HR practices and procedures and company policies.
• In collaboration with HRIS, support HR audit process, compile, interpret and present findings to management and internal stakeholders as appropriate.
• Advise and coordinate human resource compliance training in collaboration with Learning and Client (General Secretary) teams.

Policies & Employee Handbooks

• Evaluate existing policies for areas of harmonization opportunity across all business units in North America.
• Partner with Subject Matter Experts to review, create and update existing policies (Finance, HR, Client, Safety...).
• Work with Client to ensure internal policies are consistent with state and Federal labor and employment laws and obtain all necessary approvals for new policies or amendments to existing policies.
• Execute effective communication of policy changes to all affected employees in partnership with the broader HR organization and the Client team
• Review and update employee handbooks as needed

Continuous Improvement and Strategic Thinking

• Bring forth suggestions to ensure the long-term improvement of process, performance, compliance, cost reductions...
• Stay up to date with new regulations and communicate to the broader HR team as applicable
• Bring a partnership approach to compliance and policies initiatives by fostering close relationships with both the broader HR team and the various internal stakeholders
• All other duties and special projects as assigned.


Qualifications (knowledge, skills, abilities)
• Ability to analyze and refine data as necessary to prepare responses to OFCCP audit inquiries
• Ability to make sound judgments in employment matters of significance within the parameters of company policy and applicable law.
• Solid communication skills with demonstrated ability to deliver informative presentations to employees at all levels of the organization.
• Highly organized, detail oriented and able to meet deadlines in a multi-task, fast-paced environment
• Project management skills that range from conception to planning, implementation, and evaluation of projects.
• Ability to display sensitivity, tact, and responsiveness in various situations and maintain a high level of confidentiality.
• Solid leadership and change management skills.
• Strong interpersonal skills to effectively build relationships and influence across a matrixed environment. Able to influence "up and down” to achieve project objectives (i.e. soliciting and reconciling feedback from multiple sources).
• Proven ability to use analytical data to measure KPIs, support decision making, develop action plans, and execute for performance improvement
• Ability to build a strong internal and external network of resources, and to successfully partner with people of various backgrounds.
• Ability to address details while maintaining a "big picture” focus.
• Strong Microsoft Office skills in Outlook, Word, PowerPoint, and Excel (Workday, SuccessFactors Kronos or Ceridian Dayforce is a plus).

Education and Experience:
• Bachelor's Degree or higher in Human Resources, Human Resources Development, Law, Business Administration, Industrial/Organizational Psychology, or related field or an equivalent mix of professional experience.
• Minimum of 3 years of experience in a Human Resources, Compliance or Employment law role highly preferred.
• Working knowledge of multiple human resource disciplines, including compensation practices, benefit administration and management, recruiting, payroll, organizational diagnosis, employee relations, performance management, and federal and state respective employment laws a plus

This is a 2-month contract covering for someone on leave - will be extended as needed based on employee return.
